, Dear Sir In accordance with Part II, C(2) of the above referenced NPDES permit, duplicate copies of the monthly monitoring report for october, 1990 are i enclosed.

McGuire -Nuclear Station's outfall 003- (Domestic Wastewater Treatment ,

Facility) exceeded the permit value for focal coliform on October 16, 1990.

The upper limit for fecal coliform at outfall 003 is 400.0/100 ml. The value obtained on October 16, 1990 was 920/100 ml. Because this outfall does not discharge directly into waters of the state, but discharges into another NPDES permitted system, no input to the environment resulted. Duke Power is evaluating the conditions surrounding the fecal coliform excursion. Duke Power has increased chlorination to alleviate the problem.

One explanation of the fecal coliform excursion has been related to increased solide carryover from the lagoon. These solids exert an additional chlorine demand, while acting as a barrier betweer. the bacteria and the chlorine thereby affecting disinfection. Because of this, additional short range plans to rectify this condition includes (1) The installation of new aerators, which will permit shorter aerator run times allowing the solide more time to settle, and less carryover and (2) The installation of a sand filter for solide removal. The new aerators are expected to be on-site by the end of January, 1991 with installation shortly thereafter. The request for Authorization to Construct for the addition of a Dynasand Filter has been submitted to Ms. Carolyn McCaskill, State Engineering Review Group Permits and Engineering, NCDEHNR on November 16, 1990. In this request for Authorization to Construct, Duke Power has

indicated its desire to start installation of this sand filter February 1, l 1991.
