Dear Mr. Wakild:
The Clean Water Act was amended February 4, 1987. One of the requirements of the amended Act was for applications for permits for storm water discharges to be submitted by February 4, 1990. The regulations governing the content of the applications were to be promulgated by February 4,1989, but have not been promulgated to date.
While Duke power Company realizes. no regulations currently exist and no formal application has been approved, we do not wish to neglect the Congressionally-mandated deadline. In order to comply with. the statutory deadline, please find enr:losed our application for a discharge permit for the storm water discharge at the McGuire Nuclear Station. The . enclosed is our good faith effort application based on the proposed regulations.

TNTRODUCTION The McGuire Nuclear Station is a two. (2) unit nuclear fission steam electric generating station. It is owned and operated by Duke Power-Company. Each unit is a four loop pressurized water reactor. Reactor fuel is zircaloy clad sintered . uranium oxide pellets. Reactor heat is ' absorbed [
by the Reactor Coolant System and produces steam in four (4) steam generators sufficient to drive a turbine generator unit with a design net electrical rating of 1180 megawatts.
SITE RUNOFF COLLECTION AND TREATMENT. [
Area Description i
The drainage area for the- McGuire Nuclear Station site is approximately 250 acres. The area ' associated with the industrial activity and parking lots are paved or hard-packed dirt areas. Other areas (entrance way and outside the industrial area) are landscaped.
Yard drain catch basins are strategically = spaced throughout the area to intercept runoff. The yard drains follow thef natural contour to either the Standby Nuclear Service Water pond (SNSWP) or the Wastewater Collection Basin (WWCB) ~The WWCB'is permitted as Discharge j 005.

Collection, Treatmont and Discharge The SNSWP is a 34.9 acre pond designed to provide water for the safe l shutdown of the station in the unlikely event that Cowans Ford Dam is l
lost. The level in the pond is maintained, per requirements of . the McGuire Nuclear Station Operating License Technical Specifications, by pumping water from Lake Norman into the pond.- The pond receives input

from runoff from a drainage area of' 171 acres as weil as the yard .
drains on the east side of the station. The pond overflows to the WWCB (Discharge 005).
The WWCB is a 13.4 acre collection basin having a -total' capacity of ,
approximately 40 million gullons; drawdown capacity is approximately 11 million gallons. Discharge from 'the basin ranges from 0 to '20,000 gpm. If the SNSWP is being flushed, no holdup of the WWCB is possible; otherwise, holdup is minimal. The yard . drains on the west - and south sides of the station are routed to the WWCB.
The WWCB provides sedimentation, natural neutralization, and - skimming as treatment. The WWCB has an underflow discharge to contain . any accumulated oil and mixes with the discharge from the conventional Wastewater Treatment (WC) System (Discharge 002) in a concrete apron. ;
Plual discharge is to the Catawba River downstream of Cowans Ford Dam (Discharge 005).

en MATERIALS MANAGEMENT Materials-Exposed to the Elements Oversized construction items.. (i.e. , steel beams and electric cable) -
are stored outside. This material is free of any liquids. There are no storm drains in the area.
Scrap mec sl and wood are stored across NC Highway 73. The materials are free of any liquids. There are no storm drains in the area.-
Ammonia imaximum of two (2) 55-gallon drums) is stored outside 'in the yard. Also, approximately 200 gallons of kerosene is stored in a ' drum in an overspill pan that is sized to hold the entire volume.
Materials Storage Areas Except for the materials discussed above, materials used . at the McGuire Nuclear. Station are stored so that they are not exposed to the elements. Solid chemicals are stored in warehouses; liquid chemicals are stored in tanks in buildings close to the point of use. Petroleum products are primarily in underground tanks.
g ructural Measures to Reduce Materials in Runoff All loading / unloading docks are equipped with concrete pads / ramps.
Associated with the pads / ramps are drains = or sumps for removing ' rain water. During loading / unloading activities, the valves associated with the drains or sumps are closed to prevent material entering the yard '
drain system.

Non-Structural Measures-to Reduce Materials in Runoff All loading / unloading activities . are ' attended and visual inspections !
are performed after material deliveries. Also routine inspections are.
scheduled and documented on the material . storage areas, . treatment systems, ponds, intake, and discharge points at a frequency that should detect any problems. Non-routine inspections are conductedzat:
R any time personnel are performing work in the area. Anything out of the ordinary is reported to the' appropriate personnel.
Personnel that operate or maintain equipment are instructed on how to properly operate and maintain the equipment to prevent the discharge l '
of contaminants. Materials personnel are trained not to accept' any containers -with breached integrity. Appropriate personnel receive j Spill prevention Control and Countermeasure (SPCC) training. <The ;
training includes discussion of the appropriate laws, rules and '
regulations.

APPLICATION OF FERTILIZERS, SOIL CONDITIONERS, PESTICIDES, AND HERBICIDES.
Landscaping has been implement'ed for erosion control- as- well ~as ;
, beautification. As such, fertilizers and soil conditioners are applied on
- an "as needed"' basis in accordance with the label. Soil conditioners, with l
, the approximate annual amount, include . lime (320 pounds) and _ Milorganite (600 pounds). Fertilizers, with the approximate annual amount,/ include 10-10-10 (1750 ' pounds), 17-17-17 (4000 pounds),- 14-28-14 ( 3100-- pounds),
12-6-6 (1700 pounds),_and pellet nitrogen (5000 pounds).
l-- Restricted-use herbicides and pesticides ;are applied as necessary in-l accordance with. manufacturer's reconnendations by' a1 contracted licensed applicator; unrestricted-use herbicides ,and pesticides are' applied as necessary by station personnel in accordance to the label. ' Herbicides 'are - ,
applied to areas including the isolation' coneL at= the Protected Area fence, storage yards, around the property fence,' at the firing range, ball field, :
and' switching station. Types of herbicides and the approximate _ amount per -
year are as follows: XL (1500 pounds), Round Up (6 gallons), ' Trimec (3-
- gallons), ' Surflan () gallon), = and Daconil (1) gallons). The ' pesticide -
Di-Syston is applied to the landscaped area outside the-protected area at the rate of approximately-30 pounds per year.
All of the materials that are granular are applied with a machine spreader while the liquid materials are applied with a hand sprayer. None of the materials are applied in close proximity to water.
