Subject:

McGuire Nuclear Station Fenicing Modification-Landf arm Permit WQ40002877 File MC 707.25 Dear Ms. McCaskill Attached please find one set of revised drawings for the new McGuire landfarm. The boundary fence for this landfarm was moved due :t the construction of a ' private' roadway which serves the McGuire lauccill.

The roadway does not have a 'public right of wy' associated with .t, therefore the buffer r.ones specified in the permit have not been violated.

Landfarm S!r.e Moving the 1,snce reduced the landfarm area for a new size of 5.444 acres. The original landf arm application as well as the Sludge Land Application Permit indicates the size of the landfarm to be approximately 10 acres.

Monitoring Well Problem One of the groundwater monitoring wells, HW-1, has experienced a very slow recharge rate. This well takes approximately 9 hours1.041667e-4 days
0.0025 hours
1.488095e-5 weeks
3.4245e-6 months
to develop and sample. The suspected cause of the slow recharge rate is the well construction and not the local geologic conditions.

Because of the length of time required to sample the well and the fact that this well will be monitored several times per year for an indefinite period, abandonment appears to be the best solution. Another monitoring well will be constructed in the same approximate location (within 30 feet).

Therefore, please find as Attachment #1 a well construction detail for installation of the new monicoring well #1 Please review this detail and issue approval as necessary. It is our understanding that a well construction permit will still be required tr> be issued from the Regional office.

Toxicity Monitoring The existing permit requires an annual EP Toxicity analysia which we sould like to replace with an annual TCLP analysis. This was discussed and approved in a telephone conversation with John Seymour on April 21, 1992.

Landfarm Permit Per - my discussion with' John, these changes will rer . ',t in a permit modification to reflect the correct size of the landfarm, the abandonment of MW-1 and installation a new monitoring well, and an '

annual . TCLP' analysis in p ace of the annual EP Toxicity analysis.

Therefore, please modify tne permit as appropriate to reflect these changes.

This landf arn ham not yet been used for any sludge disposal. The first disposal for this site is expected to occur in 1992.

Should you have any questions concerning this matter pleaae contace me at (704) 373-8250. .

Sincerely, John S. Carter Technical System Manager A .
