McGuire Nuclear Station Superfund Amendments and Reauthorization Act (SARA)

Follow-up Release Notification File: MC-707.26 Dear Sirst Pursuant tn 40 CFR Part 355 (Emergency Planning and Notification),

Duke Power Company hereby provides written f ollow-up emergency notice of a reportable SARA release. From November 10 to 11,1990, hydrazine was released into the Catawba River in concentrations no greater than 225 parts per billion (ppb). It is estimated that a total of one pound of hydrazine was released in the 24-hour period.

Hydrazine is considered to be an Extremely Hazardous Substance under SARA with a reportable quantity of one pound. Verbal notification was made to your of fices on November 15, 1990, as well as to the National Response Center, the North Carolina Department of Environment, Health, and Natural Resources Regional Office in Mooresville, the Nortn Carolina Division of Environmental Management, and the North Carolina Division of Emergency Management. An additional notification was made to the Nuclear Regulatory Commission resident inspector as is required by 10CFR Part 50.72(b)(2)(vi).

The release occurred when the station's auxiliary electric boiler released water containing hydrazine into a floor drain which discharged into the station's wastewater collection basin (WWCB).

Measures have been identified to correct the problem and to minimize the possibility of a recurrence. Due to the low concentrations of hydrazine that were released, no impact to the receiving waters resulted from the event. In addition, there were no anticipated acute or chronic health risks associated with this release.
