J. M. Farley Nuclear Plant NRC Inspection of December 1-12, 1980 Mr. James P. O'Reilly U. S. Nuclear Regulatory Comission Region II 101 Marietta Street, N.W.

Suite 3100 Atlanta, Georgia 30303 Re: RII: CMH: 50-348/80-41 50-364/80-52

Dear Mr. O'Reilly:

This letter refers to the significant findings in the subject inspec-tion report which stated:

a. A formal on-the-job training and qualification program has not been developed and implemented for chemistry and health physics technicians;
b. Administrative controls have not been established to assure that radioactive materials are not inadvertently introduced into the plant's demineralized water system by the improper use of tem-parary connections; and
c. The specific duties of the Radiation Detection Man and Nuclear Operative were not adequately evaluated in the development of criteria for crediting experience in these jobs in meeting the experience requirements of ANSI N18.1-1971 for chemistry and health physics technicians.

Response

a. By July 1,1981 formal qualification requirements (QRs) will be established for documenting health physics knowledge and skill requirements for Alabama Power Company health physics personnel.

Specialty QRs will be used to qualify health physics personnel for specific work assignments.

b. Caution signs have been installed at all demineralized water hose connections. These signs prohibit leaving hoses attached when not actually in use.

A design change request has been initiated to add check valves at potential reverse flow points throughout the demit:eralized water supply network.

c. Crediting experience for Radiation Detection Man and Nuclear Opera-tive duties has been re-evaluated and the following criteria estab-lished:

A maximum of twelve months of credit will be allowed for Radiation Detection Man experience toward ANSI N18.1 quali-fication on a 50% basis (one month credit for two months' experience). No credit will be allowed for Nuclear Operative experience.

The response to the violation included in this report will be submitted '

by , April 13, 1981.

If you have further questions, please advise.
