OF THE JUNE 26, 2018, U.S. NUCLEAR REGULATORY COMMISSION CATEGORY 1 PUBLIC TELECONFERENCE WITH NUSCALE POWER, LLC TO DISCUSS STAFF FEEDBACK ON FINAL SAFETY ANALYSIS REPORT TIER 1 AND TIER 2 CHANGES PERTAINING TO METEOROLOGY On June 26, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 teleconference public meeting with NuScale Power, LLC (NuScale) to discuss staff feedback on NuScale changes to Tier 1 and Tier 2 of the NuScale Final Safety Analysis Report (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18149A404) and NuScales Replacement Response to Request for Additional Information (RAI) No. 9182 (ADAMS Accession No. ML18149A342). The above cited information is related to NuScale Design Certification Application, Chapter 2.3, "Meteorology." One member of the public participated in the meeting.

OF THE CATEGORY 1 PUBLIC TELECONFERENCE WITH NUSCALE POWER, LLC TO DISCUSS STAFF FEEDBACK ON FINAL SAFETY ANALYSIS REPORT TIER 1 AND TIER 2 CHANGES PERTAINING TO METEOROLOGY On June 26, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public teleconference meeting with NuScale Power, LLC (NuScale) to discuss the NRC staffs feedback on, NuScale Power, LLC Submittal of Changes to Tier 1 and Tier 2 of the NuScale Final Safety Analysis Report, submitted on May 25, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18149A404) and NuScale Power, LLC -

Replacement Response to NRC Request for Additional Information No. 276 (eRAI No. 9182) on the NuScale Design Certification Application, submitted on May 29, 2018 (ADAMS Accession No. ML18149A342). The above cited information is related to NuScale Design Certification Application (DCA), Chapter 2.3, "Meteorology." Attendees for this meeting are listed in . Ms. Sarah Fields, a member of the public joined the meeting and had no comments.

During the meeting, the NRC staff provided feedback to the NuScale staff on Meteorology related changes incorporated in Tier 1 and Tier 2 of the NuScale Final Safety Analysis Report (FSAR), submitted on May 25, 2018, including those changes that are based on the response to Request for Additional Information (RAI) No. 9186 (ADAMS Accession No. ML18044A695).

The NRC staff conducted the feedback discussion utilizing a document shared with NuScale titled, Feedback on NuScale Response to RAI 9186 and Changes to FSAR Tier 1 and Tier 2 (ADAMS Accession No. ML18177A047) focusing on clarification and correction of terminology related to postulated design temperature site parameter values.

In addition, the NRC staff discussed an apparent discrepancy in NuScales replacement response to RAI 9182. In particular, parts 1.c and 3.a of the replacement response refer to information contained in FSAR Table 11.3-12, Assumptions for Routine Airborne Effluent Release Point Characteristics for Offsite Receptors. However, the revised FSAR Section 11.3.3, Radioactive Effluent Releases, and Table 11.3-12, which were attached to the same replacement response, indicate that FSAR Table 11.3-12 is no longer being used.

The NuScale staff stated that they understood the feedback comments and the discrepancy regarding citing of FSAR Table 11.3-12, and would internally discuss the feedback comments and inform the NRC staff of a path forward. The NRC staff emphasized that one of the purposes of a feedback public meeting is to avoid another round of time consuming RAIs, and expeditiously resolve the identified comments and finalize the safety evaluation report (SER) with open items, a Phase 2 review deliverable, within the project milestone. NuScale expressed that they would most likely submit changes they believe are necessary following the NRC staffs feedback via a unilateral letter.
