OF THE JULY 11, 2019, PUBLIC TELECONFERENCE REGARDING VARIOUS TOPICS ASSOCIATED WITH THE INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA IN NUSCALE POWER, LLCS DESIGN CERTIFICATION APPLICATION On July 11, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and NuScale Power, LLC (NuScale). The purpose of the meeting was to discuss various topics associated with the proposed inspections, tests, analyses, and acceptance criteria (ITAAC) in the NuScale design certification application. The meeting notice was posted on the NRC public website and is also in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19191A069.

The Meeting Summary is provided as Enclosure 1, which captures the summary of topics discussed during this teleconference. The Meeting Agenda and List of Attendees are provided as Enclosures 2 and 3, respectively.

Clarification of Request for Additional Information No. 9681 On May 30, 2019, the staff issued Request for Additional Information (RAI) 9681, Question 14.3.1-1 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19150A317) requesting wording changes to the Tier 1 portion of the NuScale design certification application to improve the clarity and consistency of the information. NuScale requested clarification of portions of this RAI. The U.S. Nuclear Regulatory Commission (NRC) staff confirmed that the purpose of referencing the Updated Final Safety Analysis Report is to clarify the use of the term approved design in several Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC). The staff also confirmed that incorporating the requested changes in this RAI should not result in any new issues that would need to be reviewed by the technical staff. NuScale noted that several suggested changes in RAI 9681 were to identify specific table numbers in the design commitment and acceptance criteria columns of the ITAAC tables, but this change was not suggested in all cases. The staff responded that those cases in which this change was not suggested was likely an oversight, and the staffs intent was to ensure the scope of each ITAAC was clear and consistent. Finally, NuScale identified 5 ITAAC that are type tests that would be performed only once for the first module. The staff responded that the technical staff will evaluate this information when it receives the RAI response.

NuScale stated that the planned response date is July 15, 2019.

Proposed Revision of ITAAC in Table 2.5-7 This discussion was a follow-up of a public meeting held on May 28, 2019. The summary of this meeting can be found in ADAMS Accession No. ML19151A338. The staff understands that NuScales intent is not to delete ITAAC from this table but to consolidate them into ITAAC Number 1 in Table 2.5-7. The staff noted that there is no issue with consolidating ITAAC if all the relevant design commitments are included in the consolidated ITAAC. The staff reviewed the specific changes NuScale proposed in the electronic reading room. The staff noted that corresponding changes would be needed in Tier 2, Table 14.3.1. NuScale agreed and noted that those changes will be incorporated. The staff also noted that the revised description of the system design lifecycle phases is not consistent with their description Tier 2, Section 7.2.1.

NuScale responded that the description of the phases has been reorganized. NuScale also stated that the description of the phases in Section 7.2.1 differs from that in Tier 1 but the information and content is unchanged. NuScale will revise Section 7.2.1 and will try to incorporate these proposed revisions in to Revision 3 of the design certification application.

ITAAC to verify the structural integrity of the reactor building, radioactive waste building and control building This discussion was a follow-up of a public meeting held on May 7, 2019. The summary of this meeting can be found in ADAMS Accession No. ML19127A373. During this May 7, 2019 meeting, the staff proposed revisions to 3 ITAAC that verify the structural integrity of the reactor Enclosure 1

building, radioactive waste building, and control building. NuScale responded that some of the information in the staffs proposed ITAAC did not rise to the level of Tier 1 information (e.g., a change tracking process for loads, dimensions, and configuration). NuScale proposed a different set of ITAAC more consistent with the standardized ITAAC. The NuScale proposed ITAAC acceptance criteria stated that a design summary report exists and concludes that the deviations between drawings used for construction and the as built structure have been reconciled. NuScale also proposed that Tier 2 Section 3.8.4 include a description of this design summary report. The staff will use the electronic reading room to review the specific changes NuScale proposed.

NuScales proposed changes to Tier 1 based on SECY-19-0034 SECY-19-0034 (ADAMS Accession No. ML19080A033) described staff efforts to revise the content of Tier 1 information in design certification applications. Based on a review of this SECY, NuScale proposed that Tables 3.11-1 and 3.12-1 regarding shield wall geometry be removed from Tier 1. The staff commented that if these tables were removed something would need to be added to Tier 1 to replace this information. For example, a table of attenuation factors could be included as Tier 1 information instead of specific materials and thicknesses as currently shown in these tables. The staff asked if borated polyethylene shielding would be included as Tier 1 information. NuScale responded that since they are proposing that these tables are removed, borated polyethylene shielding would not be included as Tier 1 information.

Other suggestions of information that could be removed from Tier 1 included equipment identification numbers and location heights of equipment. NuScale will consider these comments and develop specific changes to Tier 1 consistent with SECY-19-0034. NuScale will share these proposals with the staff via the electronic reading room.

There was an opportunity for members of the public to provide comments and ask questions.
