Pre-Submittal Meeting to Discuss NuScale, LLC, Plans for A Topical Report Using Automated Test System July 15, 2020 Meeting Summary On July 15, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives from NuScale Power, LLC (NuScale). The purposes of the meeting was to:

(1) provide an opportunity for NuScale to introduce the information in the topical report, the proposed schedule for submission, and the request for approval; (2) facilitate the NRC staffs understanding of the topical report, and (3) provide an opportunity for the NRC staffs feedback.

The meeting was conducted in two sessions. The meeting started with an open, non-proprietary discussion that included an opportunity for members of the public, observing the meeting, to ask questions. The closed session was conducted immediately after and focused on a discussion of proprietary information between the NRC staff and NuScale. The non-proprietary meeting materials may be found in the Agencywide Documents Access and Management System (ADAMS) under Accession Number ML20192A221.

NuScale provided an overview of the topical report that presents its model-based independent verification and validation (IV&V) using the automated test system (ATS). NuScale plans to request the NRCs approval on the use of the ATS methodology and models in the safety related instrumentation and control (I&C) system development lifecycle. The topical report will include use of the ATS Methodology and models for performing automated IV&V of the NuScale safety related I&C systems. The ATS tool selection, qualification, and control processes will be in accordance with the Institute of Electrical and Electronics Engineers (IEEE) Standard 1012, IEEE Standard For System, Software, and Hardware Verification and Validation.

NuScale noted that it plans to request a second pre-application meeting with the NRC staff to detail the scope and technical information in the topical report prior to submitting the topical report in November 2020 and requesting approval by November 2021.

The NRC staff requested clarification regarding the applicability of the methodology presented and NuScale indicated that the methodology is generic and not specific to field programmable gate arrays (FPGA). The NRC staff requested confirmation whether tool selection will be part of the topical report and NuScale confirmed that tool selection is part of the topical report for the NRC staffs review and approval. Based on this discussion, NuScale confirmed that the topical report will clearly state the scope and applicability of the methodology.
