OF THE JULY 22, 2019, CATEGORY 1 PUBLIC TELECONFERENCE TO DISCUSS INTERFACE ITEMS FOR PENETRATIONS AND VENTILATION DUCTS ASSOCIATED WITH THE NUSCALE POWER, LLC DESIGN CERTIFICATION APPLICATION The U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public teleconference meeting on July 22, 2019, to discuss interface items for penetrations and ventilation ducts associated with the NuScale Power, LLC (NuScale) design certification application. The meeting attendees were personnel from NuScale. Members of the general public did not attend the meeting.

The public meeting notice dated June 25, 2019, can be found in the NRCs Agencywide Documents Access and Management Systems under Accession No. ML19203A002. This meeting notice was also posted on the NRC public Web site.

U.S. NUCLEAR REGULATORY COMMISSION OVERVIEW OF THE JULY 22, 2019, PUBLIC MEETING ON INTERFACE ITEMS FOR PENETRATIONS AND VENTILATION DUCTS ASSOCIATED WITH THE NUSCALE POWER, LLC DESIGN CERTIFICATION APPLICATION The purpose of this meeting was to get alignment between NuScale Power, LLC (NuScale) and the U.S. Nuclear Regulatory Commission (NRC) on the implementation of interface requirements regarding identified areas that have not yet been fully designed. The staff has identified what it believes is a workable path forward on three requests for additional information (RAIs) associated with needed design implementation interface requirements (RAI-9295 Question 12.03-55, RAI-9656 Question 12.03-63 and RAI-9278 Question 12.03-33). These RAIs pertain to radiation shielding associated with the penetrations in the shield wall and the use of fire dampers to isolate ventilation ducts for the purpose of confining radioactive materials.

A. Outcomes:

1. The staff gave the economic simplified boiling-water reactor (ESBWR) experience as an acceptable example for implementing interface requirements. The ESBWR design implemented interface requirements by making changes to the ESBWR Design Control Document Tier 1, Chapter 4, (ADAMS Accession No. ML14100A493). One possible success path that the NRC has identified for addressing the impacted RAIs is the implementation of changes to the NuScale DCD Tier 1, Certified Design Descriptions and Inspections, Tests, Analyses, & Acceptance Criteria (ITAAC), Chapter 4, Interface Requirement, based on those described in the referenced discussion topics.
2. NuScale disagreed and pointed out an apparent inconsistency with the fire protection requirement for three-hour fire barrier described in Chapter 9 and pipe routing where this type of interface items was not asked. They believe the combined license (COL) item and the other information they provided in Chapter 12 should be enough.
3. The staff noted that the COL item NuScale proposed does not go far enough for an item that is within the scope of the design certification and has not yet been designed.
4. The staff will consider providing additional document that clarifies the staffs position on interface item requirement after discussing the matter with management.
