SUMMARY

OF THE JULY 17, 2019, PUBLIC TELECONFERENCE REGARDING THE INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA IN NUSCALE POWER, LLCS DESIGN CERTIFICATION APPLICATION On July 17, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and NuScale Power, LLC (NuScale). The purpose of the meeting was to discuss the inspections, tests, analyses, and acceptance criteria (ITAAC) to verify the structural integrity of the reactor building, radioactive waste building, and control building. The meeting notice was posted on the NRC website and is also in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession Number ML19158A511. The Meeting Summary is provided as Enclosure 1 which captures the summary of topics discussed. The Meeting Agenda and List of Attendees are provided as Enclosures 2 and 3, respectively.

The meeting began by NuScale describing its concerns with the ITAAC language suggested by the NRC staff: (1) NuScales proposed ITAAC is consistent with the language in the Standardized ITAAC and (2) the change tracking process in the staffs proposal does not rise to the level of Tier 1 information based on the Nuclear Energy Institutes (NEIs) First Principles approach. The staff noted that if past precedent is used to develop the structural ITAAC, a lot more information would need to be added to Tier 1.

The staff also commented that the NEI First Principles approach is not being reviewed as part of the NuScale application.

NuScale described its revised proposal to address staff concerns. The acceptance criteria in the ITAAC has been revised to reference a design summary report which is further described in Tier 2, Section 3.4.8.5.1, Design Summary Report. NuScale also noted that a pointer was added from Table 14.3-2, Shared/Common Structures, Systems, and Components and Non-Structures, Systems, and components Based Design Features and Inspections, Tests, Analyses, and Acceptance Criteria Cross Reference, to Tier 2, Section 3.4.8.5.1.

The staff commented that the proposed description in Tier 2, Section 3.4.8.5.1 is unclear whether the reconciliation will consider the cumulative effect of all the deviations (to load and configuration) between the as-designed and as-built structure in establishing the as-built demand and capacity. In addition, the ITAAC does not capture the reconciliation of the in-structure spectra of the as-built structure with that established during the combined license.

There was an opportunity for members of the public to provide comments and ask questions.
