SUMMARY

OF PUBLIC TELECONFERENCE HELD APRIL 15, 2019, REGARDING THE INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA IN NUSCALE POWER LLCS DESIGN CERTIFICATION APPLICATION On April 15, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and NuScale Power, LLC (NuScale). The purpose of this meeting was to discuss inspections, tests, analyses, and acceptance criteria (ITAAC) related to physical security systems in NuScales design certification application. The meeting notice was posted on the NRC website and is also in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession Number ML19105B013. Enclosure 1 captures the summary of topics discussed during this meeting. The Meeting Agenda and List of Attendees are included in Enclosures 2 and 3, respectively.

OF PUBLIC TELECONFERENCE HELD APRIL 15, 2019, REGARDING THE INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA IN NUSCALE POWER LLCS DESIGN CERTIFICATION APPLICATION Meeting Summary April 15, 2019 The focus of this meeting was to discuss inspections, tests, analyses, and acceptance criteria (ITAAC) associated with the physical security system.

The design commitment of ITAAC number 2 in Tier 1, Section 3.16, Physical Security System, Table 3.16-1, Physical Security System Inspections, Tests, Analyses, and Acceptance Criteria, states that [a]ccess to vital equipment requires passage through at least two physical barriers.

The discussion of this ITAAC in Tier 2, Chapter 14, Initial Test Program and Inspections, Tests, Analyses, and Acceptance Criteria, Table 14.3-2, Shared/Common Structures, Systems, and Components and Non-Structures, Systems, and components Based Design Features and Inspections, Tests, Analyses, and Acceptance Criteria Cross Reference, includes this statement but goes on to state or as otherwise identified in Technical Report TR-0416-48929, NuScale Design of Physical Security Systems. The staff asked NuScale to explain this discrepancy between the Tier 1 and Tier 2 information. NuScale responded that it will modify the statement in Tier 2 information to be consistent with the Tier 1 information. Therefore, the following text would be removed from Chapter 14, Table 14.3-2:

or as otherwise identified in Technical Report TR-0416-48929, NuScale Design of Physical Security Systems In response to a question by the applicant, the staff noted that this discrepancy would be identified as an open item in the staffs Phase 2 Safety Evaluation Report (SER) for Chapter 14.

NuScale stated its intent to submit on the docket a proposed markup of this change. If this is received prior to the staffs issuance of the SER, the open item could be converted into a confirmatory item.

There was an opportunity for members of the public to provide comments and ask questions.
