b. The RAI response states site parameters that represent a zero percent exceedance value are based on historical limits excluding peaks less than 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> of duration. Consider the following change to Tier 2, Table 9.4.1-1 to provide additional clarification:
1. Table 9.4.1-1: *Table 9.4.1-1 dry-bulb and non-coincident wet-bulb temperatures are zero percent exceedance values (historical limits excluding peaks <2 hours) -

Proposed change to Rev. 1 is only partial (i.e., only incorporates parenthetical statement) but does not make necessary distinction that this applies only to dry-bulb and non-coincident wet-bulb temperatures and not the coincident wet bulb temperatures. Proposed change is inconsistent with Applicants response to Question 02.03.01-6(c) stating that the coincident wet-bulb temperature represents the mean of values that occurred coincident with the indicated dry-bulb temperature. That statement was incorporated in Section 2.3.1 (Para. 5) between Rev. 0 and Rev. 1.

c. The RAI response states the coincident wet-bulb temperature value represents the mean of the collected wet bulb temperatures that occurred coincident with the indicated dry-bulb temperature. Consider the following changes to provide additional clarification:
1. Table 2.0-1 (in 3 places): Maximum Mean coincident wet bulb temperature - Change not made. Uncorrected, this represents a different statistic and is inconsistent with Applicants response to Question 02.03.01-6(c) and the statement incorporated in Section 2.3.1 (Para. 5) of Rev. 1 that coincident wet-bulb temperature represents the mean of values that occurred coincident with the indicated dry-bulb temperature.

Further, consider reorganizing tables in Items (c)(1) to (c)(5) to either list maximum dry-bulb and coincident wet-bulb temperatures as a pair of related values or place the coincident wet-bulb temperature below and indented from the maximum dry-bulb temperature. Follow by non-coincident wet-bulb temperature and minimum dry-bulb temperature.

2. Table 9.4.1-1: Maximum Mean coincident design wet bulb temperature - Change not made designating coincident wet-bulb temperature as mean rather than maximum value. See note at Item (c)(1). However, term design included as a proposed change.
3. Table 9.4.2-1: Maximum Mean coincident design wet bulb temperature - Change not made. See note at Item (c)(1).
4. Table 9.4.3-1: Maximum Mean coincident design wet bulb temperature - Change not made. See note at Item (c)(1).
5. Table 9.4.4-1: Maximum Mean coincident design wet bulb temperature - Change not made. See note at Item (c)(1).

General Consider the following additional other clarifications and corrections:

a. Correct marginal association of revisions to various RAIs:
5. Tier 2, Tables 9.2.7-1, 9.4.2-1, 9.4.3-1, 9.4.4-1, and 10.4-9. Change RAI 02.03.01-7 to RAI 02.03.01-8. - OK. Included as proposed changes to Rev. 1 with one exception.

Change not made to Tier 2, Table 10.4-9.

b. New item. Section 2.3.1 (Para 5). Change Pertinent zero-, one-, and five-percent exceedance values to read Pertinent zero-percent, and one- and five-percent annual exceedance values.
