OF THE MAY 28, 2019, PUBLIC TELECONFERENCE REGARDING THE INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA IN NUSCALE POWER, LLCS DESIGN CERTIFICATION APPLICATION On May 28, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and NuScale Power, LLC (NuScale). The purpose of the meeting was to discuss the inspections, tests, analyses, and acceptance criteria (ITAAC) for the module protection system and safety display and indication system. The meeting notice was posted on the NRC website and is also in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession Number ML19144A353. The Meeting Summary is provided as Enclosure 1 which captures the summary of topics discussed during this teleconference and Enclosure 2 contains the meeting handout. The Meeting Agenda and List of Attendees are provided as Enclosures 3 and 4, respectively.

DATE 06/5/2019 06/4/2019 06/5/2019 Meeting Summary Public Teleconference Regarding ITAAC for the Module Protection System and Safety Display and Indication System May 28, 2019 In a letter dated November 16, 2018 (ADAMS Accession No. ML18320A189) NuScale Power, LLC (NuScale) submitted proposed changes to its design certification application. These changes included the proposed deletion of 16 inspections, tests, analyses, and acceptance criteria (ITAAC) in Table 2.5-7, Module Protection System and Safety Display and Indication System Inspections, Tests, Analyses, and Acceptance Criteria. The purpose of this meeting was to discuss NuScales basis for these deletions. To facilitate discussions, NuScale provided staff with additional explanation of these proposed changes (Enclosure 2).

NuScale began the meeting by stating that these 16 ITAAC were redundant to the verifications performed as part of ITAAC Number 1 in Table 2.5-7, so the 16 ITAAC were not deleted but consolidated into ITAAC Number 1. The design commitments of these 16 ITAAC would remain but would be verified as part of another existing ITAAC. The staff commented that its perception was that the design commitments were being eliminated. NuScale responded that it plans to submit proposed revisions to Tier 1 and Tier 2 documents to clarify its intent that the 16 design commitments in the ITAAC to be deleted are verified in ITAAC Number 1. The staff noted that as part of its review, it will consider the consolidation of multiple design commitments into a single ITAAC.

The staff noted that in a letter dated April 15, 2019 (ML19105B292) NuScale proposed deleting portions of ITAAC Number 1 in Table 2.5-7. The changes shown in this letter for ITAAC Number 1 in Table 2.5-7 are not consistent with the changes shown in the November 16, 2018, letter. NuScale responded that there are also proposed revisions to ITAAC Number 1 in Table 2.5-7 to remove some of the items listed in the ITAAC. The staff requested that NuScales upcoming submittal include a comprehensive discussion of all the proposed changes to the ITAAC listed Table 2.5-7 along with any conforming changes to the Tier 2 documents.

There was an opportunity for members of the public to provide comments and ask questions.

Enclosure 1

Revised MPS ITAAC from Table 2.57 At the time of submittal of the NuScale Design Certification Application, the full scope was not known for ITAAC 02.05.01 with respect to Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT). As the plan for the module protection system (MPS) testing matured, the scope of FAT and SAT became more defined, and it was determined that several MPS ITAAC were redundant to verifications performed in ITAAC 02.05.01.

Consolidating MPS ITAAC performed during FAT and SAT into ITAAC 02.05.01 eliminates the potential confusion and redundancy of multiple ITAAC that require the same documentation.

On November 8, 2018, a meeting was held with the NRC Staff to discuss consolidation of the redundant ITAAC. In this meeting, NuScale discussed that an analysis would be performed to verify which design commitments are met during FAT and SAT, and Tier 1 Chapter 2.5 would be updated accordingly. During this process, there were no changes made to the design commitments listed in the Tier 1 MPS design description, only to the Tier 1 MPS ITAAC table (Table 2.57) and the corresponding descriptions in Tier 2 Section 14.3, Table 14.31. These changes were included in letter dated February 5, 2019 (ML19036A969).

Many of the consolidated ITAAC were expected to be performed as preoperational tests, but since the tests will be performed as FAT and SAT, it was determined that many of the tests performed on test abstract Table 14.263: MPS Test #63, would also be redundant. Table 14.263 was also revised in letter dated February 5, 2019 (ML19036A969), to reflect the removal of redundant tests associated with the consolidated ITAAC.
