OF THE APRIL 9, 2019, CATEGORY 1 PUBLIC TELECONFERENCES TO DISCUSS ACCIDENT SOURCE TERM METHODOLOGY AND POST ACCIDENT SAMPLING EXEMPTION REQUEST ASSOCIATED WITH THE NUSCALE POWER, LLC, DESIGN CERTIFICATION APPLICATION The U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public teleconference meeting on April 9, 2019, to discuss the NuScale Power, LLC (NuScale) accident source term methodology and post-accident sampling exemption request associated with its design certification application. This teleconference was a follow-up to the June 7, 2018, June 27, 2018, August 9, 2018, August 29, 2018, December 12, 2018, February 14, 2019, and February 27, 2019 meetings on the same subject. The meeting attendees were personnel from NuScale and members of the general public.

The public meeting notice dated April 9, 2019, can be found in the NRCs Agencywide Documents Access and Management Systems under Accession No. ML19098B624. This meeting notice was also posted on the NRC public Website.

U.S. NUCLEAR REGULATORY COMMISSION OVERVIEW OF THE APRIL 9, 2019, PUBLIC MEETING ON ACCIDENT SOURCE TERM METHODOLOGY AND PASS EXEMPTION REQUEST ASSOCIATED WITH THE NUSCALE POWER, LLC, DESIGN CERTIFICATION APPLICATION The purpose of this meeting was for the U.S. Nuclear Regulatory Commission (NRC) staff to continue the dialogue on NuScale Power, LLCs (NuScale), planned changes to the methodology for accident source term (AST) that was previously discussed in public meetings on June 7, 2018 (Agencywide Documents Management and Access System (ADAMS)

August 9, 2009 (ADAMS Accession No. ML18240A210), August 29, 2018 (ADAMS Accession No. ML18249A261), December 12, 2018 (ADAMS Accession No. ML18351A110), February 14, 2019 (ADAMS Accession No. ML19065A124), and February 27, 2019 (ADAMS Accession No. ML19065A124). Additionally, NuScales response to the NRC Request for Additional Information (RAI) No. 9646 (ADAMS Accession No. ML19059A480) was discussed during the closed portion of the meeting.

The discussion topics for the April 9, 2019, meeting can be found in the NRCs ADAMS Accession Nos. ML19178A350 (public version) and ML19178A347 (nonpublic version).

A. Outcomes:

1. The NRC staff noted that NuScales plan to incorporate by reference the white paper in Revision 3 of the topical report (TR) may not be appropriate. A whitepaper is not a licensing document, it is a vehicle with which new ideas are floated and discussed prior to submitting a licensing document for the staff to review and make a finding. The staff cannot rely on the content of a white paper to make its finding. NuScale committed to reconsider this plan.
2. NuScale will provide NRC an explanation of how hydrogen/oxygen monitoring relates to the contingency plan and post-accident sampling exemption.
3. NuScale will evaluate addition of more regulatory basis from the white paper to Accident Source Term Topical Report, Rev. 3, and associated final safety analysis report (FSAR) markups.
4. NuScale will provide NRC with additional information on the NuScale position for General Design Criterion 19.
5. NuScale will provide RAI No. 9646 response supporting calculation in the containment audit ERR.

B. Next steps:

  • NuScale submits Revision 3 of the TR and conforming FSAR changes for all the affected FSAR chapters, except Chapter 19, by April 17, 2019.
  • NuScale submits conforming Chapter 19 changes by May 23, 2019.
