SUMMARY

OF THE SEPTEMBER 4, 2019, PUBLIC TELECONFERENCE REGARDING THE INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA IN NUSCALE POWER, LLCS DESIGN CERTIFICATION APPLICATION On September 4, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and NuScale Power, LLC (NuScale). The purpose of the meeting was to discuss proposed inspections, tests, analyses and acceptance criteria described in NuScales design certification application.

The meeting notice was posted on the NRC website and is also in the NRCs Agencywide Documents Access and Management System under Accession Number ML19217A096. The Meeting Summary is provided as Enclosure 1, which captures the summary of topics discussed.

The Meeting Agenda and List of Attendees are provided as Enclosures 2 and 3, respectively.

SUMMARY

September 4, 2019 In response to Request for Additional Information (RAI) No. 9681 dated July 19, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19200A248), NuScale Power, LLC (NuScale), proposed relocating the following inspections, tests, analyses, and acceptance criteria (ITAAC) from Design Certification Application (DCA),

Tier 1, Chapter 2, Unit Specific Structures, Systems, and Components Design Descriptions and Inspections, Tests, Analyses, and Acceptance Criteria, to Tier 1, Chapter 3, Shared Structures, Systems, and Components and Non-Structures, Systems, and Components Design Descriptions and Inspections, Tests, Analyses, and Acceptance Criteria.

1. ITAAC #22 from Table 2.1-4 was relocated to ITAAC #4 in Table 3.14-2

2. ITAAC #3 from Table 2.8-2 was relocated to ITAAC #5 in Table 3.14-2

3. ITAAC #5 from Table 2.8-2 was relocated to ITAAC #6 in Table 3.14-2

4. ITAAC #6 from Table 2.8-2 was relocated to ITAAC #7 in Table 3.14-2

5. ITAAC #8 from Table 2.8-2 was relocated to ITAAC #8 in Table 3.14-2 The U.S. Nuclear Regulatory Commission (NRC) staff asked NuScale to explain the basis for these changes. NuScale stated that these five ITAAC meet the Tier 1 definition of Common or Shared ITAAC so NuScale proposed to relocate them to Tier 1, Section 3.14. With respect to ITAAC #6, the staff discussed the provisions for valve qualification in the American Society of Mechanical Engineers (ASME) Standard QME-1-2007, Qualification of Active Mechanical Equipment Used in Nuclear Power Plants, which is addressed by the Qualification Report specified in the ITAAC with more detail in Tier 2 of the DCA Part 2. Per this standard, the staff indicated that all safety-related valves are required by the ITAAC and Tier 2 to satisfy ASME Standard QME-1-2007, although different levels of testing may be applied to the first valve and all subsequent valves. Upon consideration of this information, NuScale indicated that these five ITAAC will be moved back to their original location in Tier 1, Chapter 2.

There was an opportunity for members of the public to provide comments and ask questions.
