SUMMARY

OF OCTOBER 18, 2016 MEETING WITH NEXTERA ENERGY POINT BEACH, LLC, TO DISCUSS CONTAINMENT DOME TRUSS LICENSE AMENDMENT REQUEST FOR POINT BEACH NUCLEAR PLANT, UNIT NOS. 1 AND 2 (CAC NOS. MF8403 AND MF8404)

On October 18, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of NextEra Energy Point Beach, LLC (NextEra) (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

The purpose of this meeting was for the NRC staff to discuss with NextEra the licensee's proposed license amendment request (LAR) to assess the adequacy of the Point Beach Nuclear Plant (PBNP), Unit Nos. 1 and 2, containment dome truss licensing basis. The pupose of this LAR is to resolve non-conformances with the PBNP dome truss, which resulted from a legacy condition during the original construction. The LAR would provide the evaluation for a revised seismic analysis methodology for the dome truss and supported components. It would also establish structural acceptance criteria for seismic and thermal loading. The licensee stated that the LAR would be risk-informed and would meet the guidance in Regulatory Guide 1.174, Rev. 2, "An approach for using probabilistic risk assessment in risk-informed descision on plant-specfic changes to the licensing basis."

The licensee gave a presentation of its planned submittal. There is no precedence for this LAR and the approach appeared to be complex in nature. The NRC staff asked numerous questions regarding the unique approach, and discussed the possibility of conducting a site audit. The licensee provided the schedule for the submittal as the first quarter of 2017 to be implemented prior to the next outage for PBNP, Unit No. 1. However, the impact, if any, of an extended review due to the unique approach proposed by the licensee was also discussed.

A list of the meeting attendees is enclosed. The licensee provided slides for the presentation (ADAMS Accession No. ML16291A177), which were attached to the meeting notice prior to the meeting.
