On November 29, 2021, an Observation Public Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, LLC and Duke Energy Carolinas, LLC (the licensee) via teleconference. The purpose of the meeting was to discuss a planned license amendment request (LAR) to discuss relocation of the Duke Energy common emergency operations facility (EOF) from its current location to a new location approximately 9 miles away (both locations are within the city of Charlotte, North Carolina). The meeting notice and agenda dated November 2, 2021, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML21333A145. A list of attendees is provided as an enclosure. | |||
The licensee presented information (ADAMS Accession No. ML21322A326) regarding the description of the planned change, applicable regulatory requirements and guidance, the licensees evaluation approach, precedent, and schedule. With regards to the planned change, the licensee stated that the relocation would not result in a reduction in effectiveness, and there was acknowledgement that an NRC Commission vote would be required as part of the approval since the EOF would be located greater than 25 miles away from any nuclear site. The licensee discussed that for the Catawba Nuclear Station, Units 1 and 2 (Catawba), and McGuire Nuclear Station, Units 1 and 2, facilities, the current EOF would be credited as the near-site location for NRC and other offsite responders, and the proposed new EOF would be credited as the alternate emergency response facilities (ERF) for licensee responders.
