The U.S. Nuclear Regulatory Commission (NRC) conducted a closed meeting with representatives of Holtec Decommissioning International, LLC (HDI) on March 11, 2021. The purpose of the meeting was a clarification teleconference to ensure NRC staff understands the certain request for additional information (RAI) responses (non-public) that were submitted on February 25, 2021 (Agencywide Document Access and Management System
[ADAMS] Accession No. ML21063A104) for the Pilgrim Nuclear Power Station (Pilgrim) physical security plan amendment application - alternative measures.
The meeting began with opening remarks by the NRC staff, followed by introductions of the attendees. A list of attendees is enclosed.
The NRC staff reviewed three RAI responses to ensure understanding related to one responders response time-line, the use of a particular physical barrier, and the use of a personnel barrier. The discussion of the RAI responses involved official use only - security related information (OUO-SRI) that is not made publicly available. HDI explained that it plans on submitting the RAI response clarifying information for each RAI response discussed on or about March 17, 2021.
The submittals will contain OUO-SRI and therefore will be sent via either overnight mail or via the secure NRC BOX for sensitive information.
The NRC staff informed HDI that given the nature and the level of detail expected in the RAI response clarifying information, the NRC staff believes that it will be able to develop the rest of the NRC review reschedule the week of March 15.
 
At this meeting, the NRC staff made no regulatory decisions regarding the merits of the proposed physical security plan change at Pilgrim.
