SAFEGUARDS INFORMATION UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 May 12, 2021 Ms. Pamela B. Cowan Senior Vice President and Chief Operating Officer Holtec Decommissioning International, LLC Krishna P. Singh Technology Campus 1 Holtec Blvd.

SUBJECT:
PILGRIM NUCLEAR POWER STATION - ISSUANCE OF AMENDMENT TO REVISE THE PHYSICAL SECURITY PLAN - ALTERNATIVE MEASURES (EPID: L-2020-LLA-0230)
Dear Ms. Cowan:
The U.S. Nuclear Regulatory Commission (NRC) has issued the enclosed (Enclosure 1)
Amendment No. 254 to Renewed Facility Operating License No. DPR-35 for the Pilgrim Nuclear Power Station (Pilgrim). The amendment is issued in response to Holtec Decommissioning International, LLCs (HDIs) application dated October 5, 2020 (Agencywide Documents Access and Management System [ADAMS] Accession No. Main Library [ML] ML20283A292), as supplemented on December 10, 2020 (ADAMS Accession No. ML20346A047), February 25, 2021 (ADAMS Accession No. ML21063A104, and March 17, 2021 (ADAMS Accession No. ML21077A103, non-public OUO-Security Related Information). The supplemental information did not change the scope or complexity of the review.
The amendment revises the Pilgrim Physical Security Plan (PSP) and revises License Condition 3.G, Physical Protection. The revised PSP, Rev. 20, integrates the existing PSPs Appendix D, and provides the security requirements for the site which includes the two Independent Spent Fuel Storage Installations (ISFSIs). contains the NRC staffs associated safety evaluation which includes "Safeguards Information" as defined by 10 CFR 73.22 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended, and must be protected accordingly. The Notice of Issuance will be included in the Commission's upcoming monthly Federal Register notice.
The NRC staff determined that the proposed modified Pilgrim PSP would continue to meet the requirements in 10 CFR 72.212(b)(9). As such, the Pilgrim PSP provides reasonable assurance that adequate protective measures can and will be taken in the occurrence of a physical security contingency at the site.

SAFEGUARDS INFORMATION P. Cowan 2 On February 2, 2021, the license amendment request; opportunity to comment, request a hearing, and petition for leave to intervene; and order imposing procedures was published in the Federal Register (Federal Register Volume 86, Number 20 [Tuesday, February 2, 2021], Pages 7885-7892). No comments or requests were received.
The NRC staff consulted with the Commonwealth of Massachusetts on April 6, 2021 (ADAMS Accession No. ML21097A040, regarding the proposed no significant hazard determination for the proceeding. The Commonwealth of Massachusetts did not respond. The NRC determined that the amendment has no significant hazards.
The NRC staff concludes that there will be no significant construction impacts from a change in the physical security plan strategy and a categorical exclusion from 10 CFR 51.22(c)(12) applies.
The amendment is effective immediately. The Physical Security Plan, Rev. 20, except Appendix D, shall be implemented when the required physical security training to address changes from Rev. 19A to Rev. 20 is complete. Appendix D of the Physical Security Plan, Revision 20, shall not be implemented until after the required security training to address changes from Appendix D Rev. 19A to Appendix D Rev. 20 is complete and the licensee receives written verification from the NRC that the licensee has adequately demonstrated compliance with the additional security measure requirements (as applicable to ISFSI II) per Order EA-13-132.
