I The referenced letter transmitted a proposed amendment to Facility Operating License Nos. DpR-39 and DPR-48, Appendix A, Section 4.22.2-Shock Suppressors (Snubbers). This proposed amendment was a one-time request designed to allow the visual inspection of snubbers to be performed during planned refueling outages. This submittal is providing a minor alteration to the original request.

Zion Unit 2 experienced a controlled forced shutdown from October 2 to October 6, 1987, to repair packing leaks on pressurizer spray valves.

The Zion Station Technical Staff utilized this opportunity to perform a visual inspection on Unit 2's inaccessible snubber population. This inspection did not identify any failed snubbers.

The snubber inspection described above places Unit 2 in full compliance with the existing Zion Technical Specifications. This will prevent the forced shutdown of Unit 2 discussed in the referenced letter.

As a result, Commonwealth Edison Company is withdrawing the one-time request for modifying Unit 2's snubber inspection frequency.

Ilowever, a technical specification change to extend Unit l's snubber inspection period remains necessary to prevent an early Unit 1 shutdown on February 20, 1988. Thus, please replace the proposed Technical Specification change to page 295AA1 contained in Attachment 1 of the referenced letter with the enclosed page 295AAl.

Commonwealth Edison Company's demonstration that the proposed change does not involve a significant hazards consideration that was contained in Attachment 3 of the referenced letter remains valid with respect to Unit 1. This revision to the proposed amendment has received on-site and off-site review and approval.

November 23, 1987 to prevent a shutdown of Zion Unit 2. As discussed above, this date.is no longer a concern. However, NRC approval of the revised change is, required by February 20, 1988, to prevent a' shutdown of Zion Unit 1.

As required by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter and the  !
