Gentlemen:

Joseph M. Farley Nuclear Plant - Units 1 and 2 Reactor Vessel Level Indicating System Technical Specification By letter dated December 14, 1988, Alabama Power Company submitted a proposed change to the Technical Specifications to incorporate the reactor vessel level indicating system (RVLIS). As a result of subsequent conversations held between Alabama Power Company and the NRC, a request was made to change the proposed wording of Action Statements 3 and 4 of Table 3 3-11 in the Farley Units 1 and 2 Technical Specifications. The NRC requests that the wording be clarified to state that an inoperable RVLIS channel vill be returned to operable status within the specified time unless repairs are not feasible without shutting the unit down.

Alabama Power Company agrees with this clarification and is providing revised Technical Specification pages as Enclosure 1 of this letter.

Alabama Power Company has reviewed the requirements of 10CFR50.92 and has determined that the conclusion of the significant hazards evaluation ,

provided with the December 14, 1988 submittal remains valid; therefore, these additional changes to the Technical Specifications do not constitute a significant safety hazard.

This change has been reviewed and approved by the Plant Operations Review Committee and vill be reviewed by the Nuclear Operations Review Board at a future meeting. A copy of this proposed change has been sent to Dr. C. E. Fox, the Alabama State Designee, in accordance with 10CFR50.91(b)(1).
