        SUBJECT:        NRC INTEGRATED INSPECTION REPORT 50-271/99-03
        Dear Mr. Wanczyk:
l      On May 9,1999, the NRC completed an inspection at your Vermont Yankee (VY) facility. The
l      enclosed report presents the results of that inspection.
1      During the six weeks covered by this inspection period, operational activities at Vermont Yankee
l      were conducted in a safe manner. The routine maintenance and surveillance activities
!      observed were also completed in a safe and competent manner. Although two violations of
        NRC requirements were identified, and are discussed below, these issues did not result in a
        reduction in the overall level of plant safety.
        Based on the results of this inspection, the NRC has determined that two Severity Level IV
        violations of NRC requirements occurred. These violations are being treated as Non-Cited
        Violations (NCVs), consistent with Appendix C of the Enforcement Policy. These NCVs
        involved: (1) an administrative procedure that would permit delays in implementing Technical
        Specification required actions for up to 24-hours when missed surveillances are discovered; and
.
        (2) a failure to receive the required approval for use of an altamative ASME post-repair
l      inspection method, prior to retuming a valve to service. These NCVs are further described in
j      the subject inspection report.
        If you contest the violation (s) or severity level of the NCVs, you should provide a response within
        30 days of the date of this inspection report, with the basis for your denial, to the Nuclear
