SUMMARY OF DECEMBER 16, 2013, PUBLIC MEETING WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS THE LICENSE AMENDMENT TO USE A RISK-INFORMED APPROACH TO THE RESOLUTION OF GSI-191, "ASSESSMENT OF DEBRIS ACCUMULATION ON PWR SUMP PERFORMANCE" (TAC NOS. MF2400 AND MF2401) On December 16, 2013, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of STP Nuclear Operating Company (STPNOC, the licensee), at NRC Headquarters, Rockville, Maryland. The meeting notice and agenda, dated December 5, 2013, are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 13330B222. The licensee's and NRC staff handouts from the meeting are available in ADAMS at Accession Nos. ML 13352A142 and ML 13352A124, respectively. A list of meeting attendees is provided in the Enclosure to this meeting summary. The purpose of the meeting was for STPNOC to discuss major changes to its license amendment request (LAR) to use a risk-informed approach to the resolution of Generic Safety Issue (GSI)-191, "Assessment of Debris Accumulation on PWR [Pressurized Water Reactor] Sump Performance," at South Texas Project, Unit 1 and 2 (STP). The LAR was submitted on June 19, 2013 (ADAMS Accession No. ML 131750250). STPNOC provided a supplement to the LAR by letter dated November 13, 2013 (ADAMS Accession No. ML 13323A 128). During the meeting, STPNOC described to the NRC staff the major changes between the June 19 and November 13, 2013, submittals. Meeting Summary The licensee provided the staff with a high-level overview of the information in the November 13, 2013, submittal, and how the changes from the original submittal dated June 19, 2013, affected the LAR. Specifically, the STPNOC representatives discussed the following revisions found in the November 13, 2013, submittal: 1. Corrected discrepancies between the technical description presented in Volume 3 of the submittal and the quantitative implementation in the CASA Grande calculation. 2. Several numerical changes, including CASAGrande input file changes and code level changes. 3. Editorial changes across all three volumes of the submittal for consistency, as well as removal of sections that the licensee found to be supplementary to or unused in STP's analysis.

Following discussion of the revisions between STPNOC and the NRC staff, the staff presented a high-level schedule for the completion of its review. The staff's target date for completing the review is November of 2015. Action Items The following action items resulted from the meeting: 1. STPNOC took an action to make the corrective action report associated with the issues that were corrected by the November 13, 2013, submittal available for the staff to audit. STPNOC indicated that it would likely make the report available to the staff at Westinghouse's offices in Rockville, Maryland, and would inform the staff when the document was available for staff review. 2. STPNOC took an action to provide a cross-walk document highlighting all changes reflected in the November 13, 2013, submittal as compared to the June 19, 2013, submittal. The cross-wall document will be made available for staff review in Westinghouse's offices in Rockville, Maryland. 3. The NRC staff took an action to identify the specific submittal references the staff requested to audit for the purposes of technical review. The list of specific references is required so that STPNOC can make arrangements to allow the staff to review the documents. 4. The NRC staff and STPNOC took an action to make arrangements for publicly noticed meetings via teleconference the weeks of January 6, and January 20, 2014, to discuss issues associated with the review. The purpose of the publicly noticed calls would be to help the staff facilitate the development of the requests for additional information (RAis), if needed. 5. Both the NRC staff and STPNOC took an action to engage the Advisory Committee on Reactor Safeguards (ACRS) to begin preparations for a May 2014 ACRS subcommittee briefing on GSI-191 resolution. Arrangements include scheduling the briefing, drafting an agenda, and ensuring key personnel are available. 6. STPNOC took an action to provide the staff with the updated slides used for the December 16, 2013, meeting. There were minor changes made to slides 17 and 25 that were discussed during the meeting. Additionally, STPNOC made a clarifying change to slide 20 that was discussed during the meeting. Subsequent to the meeting, STPNOC provided the revised slides to the staff, which are reflected in the slide package that is available in ADAMS.

SUMMARY

OF DECEMBER 16, 2013, PUBLIC MEETING WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS THE LICENSE AMENDMENT TO USE A RISK-INFORMED APPROACH TO THE RESOLUTION OF GSI-191, "ASSESSMENT OF DEBRIS ACCUMULATION ON PWR SUMP PERFORMANCE" (TAC NOS. MF2400 AND MF2401)

On December 16, 2013, a public meeting was held between the U.S. ML13330B222. The licensee's and NRC staff handouts from the meeting are available in ADAMS at Accession Nos. ML13352A142 and ML13352A124, respectively. A list of meeting attendees is provided in the Enclosure to this meeting summary.

The purpose of the meeting was for STPNOC to discuss major changes to its license amendment request (LAR) to use a risk-informed approach to the resolution of Generic Safety Issue (GSI)-191, "Assessment of Debris Accumulation on PWR [Pressurized Water Reactor]

Sump Performance," at South Texas Project, Unit 1 and 2 (STP). The LAR was submitted on June 19, 2013 (ADAMS Accession No. ML131750250). STPNOC provided a supplement to the LAR by letter dated November 13, 2013 (ADAMS Accession No. ML13323A128).

Specifically, the STPNOC representatives discussed the following revisions found in the November 13, 2013, submittal:

Action Items The following action items resulted from the meeting:

The purpose of the publicly noticed calls would be to help the staff facilitate the development of the requests for additional information (RAis),

if needed.
