In Reference 1 and again in Reference 4, STP Nuclear Operating Company (STPNOC) requested exemptions from certain requirements of 10 CFR 50.46(b)(5), "Long-term cooling",

and Appendix A to 10 CFR Part 50 General Design Criteria (GDC) 35, "Emergency Core Cooling", GDC 38, "Containment Heat Removal", and GDC 41, "Containment Atmosphere ST133786986 A o 2

NOC-AE-1 3003054 Page 2 Cleanup" and requested an amendment to South Texas Project (STP) Operating Licenses NPF-76 and NPF-80, to revise the STP Units 1 and 2 licensing basis.

In Reference 2, the NRC staff accepted Reference 1 for review.

In Reference 3, STPNOC identified discrepancies in Reference 1, described actions that STPNOC was taking to address the discrepancies. In Reference 4, STPNOC supplemented Reference 1 with corrected information. All the sections submitted in Reference 1 are included in Reference 4 and Reference 4 was submitted as a "stand alone" document and does not depend on Reference 1. The corrected information provided in Reference 4 did not affect the conclusions or the regulatory assessment proposed in Reference 1. The No Significant Hazards Considerations and the Environmental Assessment is presented in Reference 4 and is unchanged from Reference 1.

Therefore, Reference 4 is a complete submittal for the STPNOC risk-informed GSI-191 licensing application and is considered to supersede and replace Reference 1 in its entirety.
