SUMMARY

OF MAY 22, 2014, CONFERENCE CALL PUBLIC MEETING WITH STP NUCLEAR OPERATING COMPANY TO DISCUSS THE LICENSE AMENDMENT TO USE A RISK-INFORMED APPROACH TO THE RESOLUTION OF GSI-191, "ASSESSMENT OF DEBRIS ACCUMULATION ON PWR SUMP PERFORMANCE" (TAC NOS. MF2400 AND MF2401)

On May 22, 2014, a public meeting was held via conference call between the U.S. Nuclear Regulatory Commission (NRC) and representatives of STP Nuclear Operating Company (STPNOC, the licensee), at NRC Headquarters, Rockville, Maryland. The meeting notice and agenda, dated May 15, 2014, are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14135A501. The licensee's and NRC staff handouts from the meeting are available in ADAMS at Accession Nos. ML14149A089 and ML14149A001, respectively. A list of meeting attendees is provided in the Enclosure to this meeting summary.

The purpose of the meeting was for STPNOC to discuss procedures developed by STPNOC to perform the sensitivity analyses by varying the input parameters to Containment Accident Sequence Stochastic Analysis (CASA) Grande, including the results of the sensitivity analyses, that are related to its license amendment request (LAR) to use a risk-informed approach to the resolution of Generic Safety Issue (GSI)-191, "Assessment of Debris Accumulation on PWR

[Pressurized Water Reactor) Sump Performance," at South Texas Project, Unit 1 and 2 (STP).

The LAR was submitted on June 19, 2013 (ADAMS Accession No. ML131750250). STPNOC provided a supplement to the LAR by letter dated November 13, 2013 (ADAMS Accession No. ML13323A128), superseding the June 19, 2013, submittal in its entirety.

STPNOC's presentation was followed by the NRC staff presentation that described alternate methods used by the Southwest Research Institute (SWRI), in supporting the NRC staff with review of the application.

Meeting Summary The following key topics were discussed by STPNOC during the meeting:

  • Fundamental objectives of the sensitivity studies
  • Discussion on results of the following sensitivity analyses:
.. Boron Fiber Limit
.. Fiber Penetration - Lower Envelope
.. Combined Head Loss Studies (Chemical and Conventional)
  • Discussion of "Counterintutive" Results Observed with Certain Input Parameters SWRI staff supporting the NRC staff with its review of the application also discussed the alternate methods used by SWRI to confirm the results of the licensee analyses.

Results of Discussion

  • The licensee stated that it does not plan to submit the results of the sensitivity analyses formally for the NRC staff review. However, the results of the studies may potentially be used in the future for evaluation of emergent plant conditions described in the presentation and evaluation of future plant modifications. The NRC staff noted that it is still in its initial stages of review of the information provided and suggested that certain portions of the sensitivity analyses may need to be submitted on the docket. The NRC staff will notify the licensee via the Request for Additional Information process, if such a need arises.
  • The NRC staff expressed concern about the non-intuitive trends shown by some of the sensitivity studies and asked the licensee how it intends to address/

disposition them. The licensee indicated that all the non-intuitive trends are being tracked and evaluated and the licensee intends to document the disposition of these trends in the near future.
