On September 21, 2006, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Nuclear Management Company, LLC (NMC), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss extension of completion time for Emergency Diesel Generators (EDG) at Prairie Island Nuclear Generating Plant (PINGP), Unit 1 and 2. There have been previous discussions with the licensee regarding load capabilities of the EDGs. The licensee wanted to present information which could demonstrate that any one of the EDGs on Unit 1 side can bring both the units to a cold shutdown and maintain it there for an indefinite period of time.
GENERATORS (TAC NOS. MC9001 AND MC9002)
The licensee presented information on the various loads which the EDGs would be subjected to during Loss of Offsite Power (LOOP) and Station Blackout (SBO) events. The licensee presented handouts which contained the list of loads for the EDGs and electrical schematics for its onsite distribution system.

At the beginning of the meeting, the NRC staff informed the licensee that at present the electrical branch is in the process of writing a white paper to address the issue of extension of EDG outages to 14 days. The branch expects to generate a Regulatory Information Summary which will provide the NRC staff bases for the EDG extensions. The meeting started with NMC providing the brief description of the License Amendment Request (LAR) and progressed with the electrical layouts and load distributions. The licensee also provided a brief explanation of how the cross tie functions work between the two units.
 
The NRC staff queried the licensee about several issues, specifically to the electrical loads on the EDGs. There was discussion on the loads which are transferable from one unit to the other, and NRC staff asked the licensee to identify those loads for the staff review. The NRC staff informed the licensee that they have preference to see an extra A/C source brought to the site during an EDG outage extending to 14 days. The basis for this recommendation is to ensure defense-in-depth, specially after the blackout event which occurred in 2003. There was also discussion on the capability of EDGs D3 and D4 which are non-safety related, to be used as an extra A/C source. The licensee expressed their difficulties in the use of D3 and D4, but stated that they will evaluate it further.
