| MEETING SUMMARIES FOR APRIL 17, 2007 AND MAY 1, 2007 - INTERNALMEETING OF THE BROWNS FERRY UNIT 1 RESTART PANEL - DOCKET NO. 50-259On April 17, 2007, the Nuclear Regulatory Commission (NRC) held a meeting of the NRCBrowns Ferry 1 (BF1) Restart Oversight Panel at the NRC Region II Office in Atlanta, GA. The Panel was established in accordance with NRC Inspection Manual Chapter (IMC) 2509, "Browns Ferry Unit 1 Restart Project Inspection Program." The purpose of IMC 2509 is to provide the policies and requirements for the restart inspection program, the BF1 Restart Oversight Panel, and the documentation of the major regulatory and license actions associated with the restart. In addition, the IMC provides guidance for assessing the licensee's readiness for restart and the return of the unit to the Reactor Oversight Process (ROP). The Restart Panel was established via a charter issued on October 13, 2005. The purpose of the April 17 th panel meeting was to discuss the BF1 restart project status andreview key issues. Discussion topics during this internal NRC meeting included: TVA schedule status; status of licensing activities; review of authorization memos and letters, discussion of Reactor Oversight Process (ROP) transition plan; discussion of power ascension plan; reviewof Inspection Plan and Schedule (IP&S) reports; remaining System Preoperability Checklist (SPOC) schedule; Operational Readiness Assessment Team (ORAT) status; and planning forthe next Internal Panel and public meetings. The Panel also discussed Browns Ferry Unit 2 outage which ended April 18, 2007.On May 1, 2007, the NRC held another meeting of the NRC BF1 Restart Oversight Panel at theBrowns Ferry Training Center in Athens, AL. The Panel was established in accordance with NRC Inspection Manual Chapter (IMC) 2509, Browns Ferry Unit 1 Restart Project Inspection Program. The purpose of IMC 2509 is to provide the policies and requirements for the restart inspection program, the BF1 Restart Oversight Panel, and the documentation of the major regulatory and license actions associated with the restart. In addition, the IMC provides guidance for assessing the licensees readiness for restart and the return of the unit to the Reactor Oversight Process (ROP). The Restart Panel was established via a charter issued on October 13, 2005.
The purpose of the April 17th panel meeting was to discuss the BF1 restart project status and review key issues. Discussion topics during this internal NRC meeting included: TVA schedule status; status of licensing activities; review of authorization memos and letters, discussion of Reactor Oversight Process (ROP) transition plan; discussion of power ascension plan; review of Inspection Plan and Schedule (IP&S) reports; remaining System Preoperability Checklist (SPOC) schedule; Operational Readiness Assessment Team (ORAT) status; and planning for the next Internal Panel and public meetings. The Panel also discussed Browns Ferry Unit 2 outage which ended April 18, 2007.
On May 1, 2007, the NRC held another meeting of the NRC BF1 Restart Oversight Panel at the Browns Ferry Training Center in Athens, AL. The purpose of the panel meeting was to discuss the BF1 restart project status and review key issues. Discussion topics during this internal NRC meeting included TVA Schedule Status; the Operational Readiness Assessment Team (ORAT) inspection; status of licensing activities; update on Reactor Oversight Process (ROP) transition plan; Power Ascension inspections; review of Inspection Plan and Schedule (IP&S) reports; discussion of communication documents to be issued; and planning for upcoming public meetings. contains a list of the restart oversight panel members participating in the April 17, 2007, meeting and other NRC attendees. Enclosure 2 contains a list of the restart oversight panel members participating in the May 1, 2007, meeting and other NRC attendees. Enclosure 3 contains the Inspection Plan and Schedule Report.
