COOPER NUCLEAR STATION POWER PLANT LICENSE RENEWAL APPLICATION (Brief description of the conference call)
The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nebraska Public Power District (NPPD) held a telephone conference call on September 14, 2009, to discuss a draft request for additional information and clarifications for certain responses to requests for additional information (RAI) listed below.
Response to RAI 2.3.3.6-4 In the response to RAI 2.3.3.6-4, the applicant stated:
The diesel fire pump in the intake structure was removed (as authorized by License Amendment 82, dated April 29, 1983) to comply with the requirements of 10 CFR 50 Appendix R.
Request for Clarification In reviewing the Safety Evaluation for License Amendment 82, the NRC staff did not note any discussion relating to the removal of the diesel fire pump in the intake structure and asked for clarification.
The applicant provided the following clarification:
License Amendment 82 Safety Evaluation states:
We have reviewed the proposed Technical Specification (TS) changes associated with the modifications to convert the existing fire protection system to a clean water system and have determined they are acceptable since the system modifications are consistent with our existing requirements.
The modifications being referred to in the above paragraph included replacement of the diesel fire water pump located in the service water pump room with a diesel fire pump located in a separate pump house that took suction from a clean fire water tank. Since License Amendment 82 approved the changes to the TS associated with these modifications, this constitutes NRC acceptance of the underlying engineering activity to remove the diesel-driven fire pump from the service water pump room.
Draft RAI B.1.10-2 Containment Inservice Inspection Program
Background
The Generic Aging Lessons Learned Report states that proper maintenance of protective coatings inside containment is essential to ensure operability of post-accident safety systems that rely on water recycled through the containment sump or drain system. Degradation of coatings can lead to clogging of strainers, which reduces flow through the sump or drain system.

Issue The Cooper Nuclear Station (CNS) license renewal application does not credit the protective coating monitoring and maintenance program for aging management; the containment in-service inspection program manages the effects of aging on the drywell shell. Although the licensee stated that enhancements will be made to the containment in-service inspection program to inspect surfaces for signs of distress, there needs to be adequate assurance that there is proper maintenance of the protective coatings in containment, such that they will not degrade and become a debris source that may challenge the Emergency Core Cooling Systems performance.

- 1. On page B-10 of the LRA (Agencywide Documents Access Management System Accession No. ML083030227), line item XI.S8 states that the NUREG-1801 program is not credited for aging management. The containment in-service inspection program manages the effect of aging on the drywell shell. Please discuss how the Containment Inservice Inspection Program meets the requirements of NUREG-1801 X1.S8 in managing the effects of aging at CNS.
- 2. Please describe in detail the CNS coatings assessment:
- Please describe how the program will ensure that there will be proper maintenance of the protective coatings inside containment such that they will not become a debris source that could impact the operability of post-accident safety systems that rely on water recycled through the containment sump or drain system in the extended period of operation.
- Please describe the frequency and scope of the inspections, acceptance criteria, and the qualification of personnel who perform containment coatings inspections.
Discussion After some discussions, NPPD and Nuclear Entergy Operations, Inc., indicated that they understood what was being asked. However, they requested that certain rewordings be made.
Specifically, Part 1 should read recommendations of NUREG-1801 versus requirements of NUREG-1801 Additionally, Part 2 of the request should be reworded to clearly pertain to the CNS program for Level I coatings inside containment, rather than the CNS coatings assessment. The NRC staff indicated that the revised RAI clarification would be issued in a subsequent letter for formal response.
