ENCLOSURE 2 COOPER NUCLEAR STATION POWER PLANT LICENSE RENEWAL APPLICATION (Brief description of the conference call)
The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of NPPD held a telephone conference call on April 7, 2010, to discuss clarifications for a certain confirmatory item in the SER with Open Items for Cooper Nuclear Station license renewal.
Clarification for RAI 4.3.1-11(c) Response In its response to RAI 4.3.1-11(c), dated August 13, 2009, the applicant indicated that the Fen (environmental assisted correction factor) for alloy 600 was calculated in accordance with the method described in NUREG/CR 6335, which includes specific information for alloy 600.
However, the staff noted that NUREG/CR 6909 also provides equations for determining the Fen factor for nickel alloy components (alloy 600). The staff further noted that the use of these equations can result in an Fen factor that range approximately between 1.0 and 4.5 depending on temperature, strain rate, and water chemistry. The staff finds that the use of NUREG/CR 6335 may not be as conservative in calculating the Fen factor for nickel alloy components when compared to NUREG/CR 6909, which is based on more recent data and information.
The applicant agreed to submit additional information regarding its intention to use NUREG/CR 6335 or NUREG/CR 6909.
