(the applicant) held a public telephone conference call on February 20, 2018, to discuss and clarify the applicants response to the staffs requests for additional information, RAI B.1.41-1 Structures Monitoring RAI Set 5, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18025B750). The telephone conference was held at the request of NRC to clarify the applicants response to the staffs RAI. includes a listing of the participants and Enclosure 2 provides a summary of the key points discussed in the conference call. SUMMARY
OF THE TELEPHONE CALL BACKGROUND In response to RAI B.1.41-1 (included in Set 5 RAIs Response, ADAMS ML18025B750), the applicant stated, in part, that The RBS Inservice Inspection-IWF (ISI-IWF) Program and Structures Monitoring Program will be consistent with the programs described in NUREG-1801, Sections XI.S3 and Section XI.S6. The recommendation in the preventive actions program elements of NUREG-1801 Section XI.S3 and Section XI.S6 to consider the potential for stress corrosion cracking (SCC) when selecting high-strength bolts is included in the RBS ISI-IWF Program and SMP. A program implementing procedure states: When procuring high strength (yield strength >
150 ksi) fasteners (bolts or studs), greater than 1 nominal diameter, confirmation of actual yield strength is required. If actual strength is greater than 150 ksi, and the proposed installation will be in a corrosive environment (i.e., moisture, dissolved oxygen, sulfates, fluorides, or chlorides), specify inspection/replacement requirements for the fasteners to address the potential for stress corrosion cracking (SCC).
During the telephone call, the staff inquired about the procurement of high strength bolts and the applicants inspection requirements under both the Inservice Inspection - IWF and Structures Monitoring Programs (LRA Sections B.1.23 and B.1.41, respectively). The applicant stated that their intent is not to procure such fasteners, although its procedural guidance permits the purchase of these fasteners. The staff noted that with the program allowing for the procurement of high-strength bolting material, it is not clear what measures are planned for the aging management of the fasteners. The staff also noted that the applicants Aging Management Program (AMP) does not include enhancements under the parameters monitored and detection of aging effects program elements to address volumetric examinations that the GALL Report recommended to supplement visual examinations for these fasteners, and that the AMP does not take exception to the GALL Report recommendation in the preventive actions program element that high-strength bolting material not be used.
The applicant stated that it will reevaluate plans to manage the effects of aging on high-strength bolting material and will supplement its response to RAI B.1.41-1 and the LRA per the discussion. The applicant also stated that should the procurement of such fasteners become necessary for operational reasons, the applicant will state explicitly in its implementing procedure(s) how it will enhance its Structures Monitoring Program to be consistent with the GALL Report recommendations (e.g., supplementing visual inspections with volumetric examinations to detect cracking). The staff also noted that the GALL Report contains provisions that allow for a waiver from volumetric examination if it can be verified during the LRA review that high-strength bolts are not located in a corrosive environment or that the AMP includes provisions to ensure a non-corrosive environment is maintained. The applicant stated that it will factor this waiver into consideration when reviewing its options.
Response Date Entergy and the staff agreed that the supplemented RAI response will be provided no later than 30 days from the date of the of the public telephone conference call.
