TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2; GRAND GULF NUCLEAR STATION, UNIT 1; RIVER BEND STATION, UNIT 1; AND WATERFORD STEAM ELECTRIC STATION, UNIT 3 REGARDING IMPLEMENTATION OF AN ONLINE MONITORING METHODOLOGY (EPID L-2023-LRM-0110)

On January 17, 2024, a partially closed Observation public meeting was held between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (the licensee) via teleconference. The purpose of the meeting was to discuss the licensees planned license amendment request to revise applicable technical specifications (TSs) by making use of Analysis and Measurement Services Corporation (AMS) online monitoring (OLM) methodology as the technical basis to switch from time-based surveillance frequency for channel calibrations to a condition-based calibration frequency based on OLM results for Arkansas Nuclear One, Units 1 and 2; Grand Gulf Nuclear Station, Unit 1; River Bend Station, Unit 1; and Waterford Steam Electric Station, Unit 3 (Entergy Fleet). The proposed change is based on the NRC-approved Topical Report AMS-TR-0720R2-A, Online Monitoring Technology to Extend Calibration Intervals of Nuclear Plant Pressure Transmitters (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21235A493).

The meeting notice and agenda, dated December 19, 2023, are available in ADAMS at Accession No. ML24011A081. A list of attendees is provided in the enclosure. The licensee provided slides for the public and non-public portions of the meeting. The slides for the public portion of the meeting are available in ADAMS at Accession No. ML23348A357.

During the public portion of the meeting, the licensee presented background information on the OLM methodology, an overview of the planned license amendment request, including the OLM technical evaluations, and some examples of the proposed TSs for the Entergy Fleet plants.

The licensee noted that it expects to propose the same TS changes as those in the Vogtle Electric Generating Plant, Units 1 and 2 precedent license amendments, which were approved by the NRC staff on June 15, 2023 (ML23115A149).

The NRC staff queried the licensee throughout the presentation. The licensee stated that it does not expect to take any significant deviations from Topical Report AMS-TR-0720R2-A. The licensee expects to submit the license amendment request in the first quarter of 2024 and will request NRC staff approval in the first quarter of 2025.
