SUMMARY

OF JANUARY 25, 2021, CATEGORY 1 PUBLIC PREAPPLICATION MEETING WITH ENTERGY OPERATIONS, INC. REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO ALLOW RECEIPT, POSSESSION, AND USE OF BYPRODUCT MATERIALS FROM OTHER ENTERGY STATIONS (EPID L-2020-LRM-0115)

On January 25, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual Category 1 public meeting with representatives from Entergy Operations, Inc. (Entergy, the licensee). The purpose of the meeting was to discuss the licensees plans to submit a license amendment request (LAR) for the River Bend Station, Unit 1 (River Bend), to allow for River Bend to receive, possess, and use byproduct materials from other Entergy stations. The meeting notice and agenda, dated January 13, 2021, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML21019A130. A list of attendees is provided in the enclosure.

During the meeting, the licensee presented information (ADAMS Accession No. ML21013A002) regarding the current related River Bend operating license conditions and why an additional license condition would be requested. The licensees presentation provided background and the proposed license condition. The licensees presentation also included several precedent LARs that were discussed, including the technical basis for approval.

The NRC staff asked the licensee if it anticipated receiving materials from other licensees, to which the licensee replied that it didnt. The NRC asked what the licensee defined as low level, to which the licensee replied that the LAR would be clear regarding such definitions. The NRC staff asked if both contaminated and irradiated material/equipment might be shipped, to which the licensee replied that those designations would be clear in the LAR. In addition, there was discussion on the need to ensure that other plant operating licenses permitted corresponding shipping and receiving of byproduct materials and the need to consider any environmental impact in the LAR. The NRC staff offered that related procedures and programs must be compliant with all applicable regulations, to which the licensee responded that, procedures and programs would be compliant and that the LAR would reflect this adequately.

The NRC staff did not make any regulatory decisions or commitments at the meeting. No members of the public identified themselves at the meeting. Public Meeting Feedback forms were not received.
