SUMMARY
OF JULY 28, 2009, MEETING WITH ENTERGY OPERATIONS, INC., ON RISK-INFORMED RELIEF REQUEST BASED ON CODE CASE N-716 AND EXTENSION OF SECOND INSERVICE INSPECTION INTERVAL RELIEF REQUEST (TAC NOS. ME1507 AND ME1508)
On July 28,2009, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc (Entergy, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the subject relief request for River Bend Station (RBS),
Unit 1. A list of attendees is enclosed.
The licensee presented slides in support of the meeting (Agencywide Documents Access and Management System (ADAMS) Accession No. ML092090773). Entergy discussed the extension of 50 out of 120 weld inspections scheduled for the second inservice inspection (lSI) interval and the risk-informed lSI (RI-ISI) based on the American Society of Mechanical Engineers (ASME) Code Case N-716. The licensee noted that these relief requests are related as the approval of the RI-ISI submittal would result in excluding 50 weld inspections from future inspections. The licensee provided the background for the reliefs and why they are needed.
Entergy stated it did not consider the interval extension a further extension of a previous relief but rather a standalone request based on hardship. The approval of the extension would save approximately 13 roentgen equivalent man (rem) during this outage. For the RI-ISI, Entergy noted that its submittal was modeled after the Grand Gulf Nuclear Station pilot submittal dated September 22, 2006. Entergy requested approval of this request by December 2010.
The NRC staff discussed the licensee's relief requests. The staff stated that it has not approved any lSI interval extension that went significantly beyond the ASME 1-year extension, such as that proposed for RBS by Entergy, for any reason. The NRC staff requested that Entergy supplement its request, beyond a discussion of the hardship case based solely on dose, for the NRC staff to complete its acceptance review. The staff requested the following supplemental information for support of acceptance review of the Request for Alternative RBS-ISI-012:
adjustment of the specific examination totals that Entergy commits to perform and requests to defer as outlined in Tables 1 and 2 clarification of the examination information previously submitted in Table 2 additional RI-ISI information for the examinations Entergy requests to defer added to Table 2
- 2 Entergy stated that Table 1, "Examinations Entergy will Perform," of its extension RR will be revised to include seven examinations from Table 2, "Examinations Entergy Requests to Defer,"
that were selected under the proposed RBS RI lSI Program. No further changes will be made to Table 1.
In addition, Entergy stated that Table 2 will be revised to remove the seven examinations discussed above. Also, the following additional RI lSI information will be added to Table 2 for each examination:
Safety Significance (HSS - YES/NO)
Dissimilar Metal (DM) Weld (YES/NO)
Break Exclusion Region (BER) - (YES/NO)
Reactor Coolant Pressure Boundary (RCPB) - (YES/NO)
Degradation Mechanism - (IGSCC, TASCS, TT, FAC, or NONE)
Conditional Core Damage Probability (CCDP) Basis - (ILOCA, LOCA, PLOCA, BER)
Failure Potential- (LOW/MED/HIGH)
For the RI-ISI submittal, the NRC staff noted that the RBS submittal had a large number of Supporting Requirements that were "Not Met" and dismissed many of these items as being only documentation issues without providing any rationale for how the licensee came to this conclusion. Entergy stated that it would provide a revised response to ensure that a more thorough rationale is presented on how it came to the conclusions cited.
The NRC staff stated that if we could be confident that the 43 welds in the extension request would definitely be excluded from inspection as a result of the implementation of the RI-ISI Code Case N-716, that would influence the NRC staff's decision for extension of the second lSI interval. However, the NRC again noted that extending the interval significantly beyond the ASME 1-year grace period would set a precedent that has not been received favorably by the NRC staff in the past.
