SUMMARY
OF DECEMBER 17, 2019, MEETING WITH ENTERGY OPERATIONS, INC. ON PLANNED LICENSE AMENDMENT REQUEST TO INCORPORATE THE TORNADO MISSILE RISK EVALUATOR METHODOLOGY AT RIVER BEND STATION, UNIT 1 (EPID L-2019-LRM-0089)
On December 17, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Entergy Operations, Inc (Entergy, the licensee). The purpose of the meeting was to discuss the planned license amendment request (LAR) to incorporate the Tornado Missile Risk Evaluator (TMRE) methodology at River Bend Station, Unit 1 (River Bend). The meeting notice and agenda, dated December 6, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19340A707. A list of attendees is enclosed with this summary.
The licensee presented information (ADAMS Accession No. ML19346C904) on the following topics:
overview of the original River Bend licensing basis and actions taken in response to Regulatory Issue Summary (RIS) 2015-06, Tornado Missile Protection, dated June 10, 2015 (ADAMS Accession No. ML15020A419);
brief discussion on use of Enforcement Guidance Memorandum 15-002, Revision 1, Enforcement Discretion for Tornado-Generated Missile Protection Non-Compliance (ADAMS Accession No. ML16355A286), for tornado-generated missile protection non-conformances identified in response to RIS 2015-06; Entergys overall plan to incorporate the TMRE methodology into the current River Bend licensing basis; the planned LAR and the changes to the River Bend Updated Safety Analysis Report (USAR).
The NRC staff queried the licensee throughout the presentation to better understand the planned LAR and the reasoning behind why the amendment is necessary. The licensee stated that the LAR is currently scheduled to be submitted to the NRC by the end of February 2020 and will contain no exceptions or deviations to the TMRE methodology. The NRC staff encouraged the licensee to review the previous TMRE pilot plant LARs and the associated requests for additional information. The NRC staff also stated that the licensee should clearly state the revision of Nuclear Energy Institute (NEI) 17-02, Tornado Missile Risk Evaluator UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 (TMRE) Industry Guidance Document, that it will use. The NRC staff further requested that the licensee clearly identify, in the application, the method used from NEI 17-02. The NRC staff requested that the licensee specify any alternatives to the methods in NEI 17-02 that were selected. Finally, the NRC staff emphasized the need to submit a high-quality application to promote an efficient staff review.
At the end of the meeting, the NRC staff offered members of the public who participated in the teleconference an opportunity to provide comments and ask questions. There were no comments or questions. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
