SUMMARY

OF AUGUST 21, 2017, PUBLIC MEETING WITH ENTERGY OPERATIONS, INC., TO DISCUSS A PROPOSED NEW TECHNICAL SPECIFICATION FOR RIVER BEND STATION, UNIT 1 (CAC NO. MF9397)

On August 21, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (Entergy, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a proposed new technical specification (TS) license amendment request regarding the control building air conditioning system for River Bend Station, Unit 1 (RBS). The meeting notice and agenda, dated July 26, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17220A118. A list of meeting attendees is enclosed.

The licensee presented the information in its slideshow "River Bend Station Pre-Submittal Meeting," which is available in ADAMS at Accession No. ML17206A096. The licensee provided an overview of its control building air conditioning system (HVC), the control building chilled water system (HVK), and its standby service water system (SSW). Entergy provided a discussion of the current TS requirements contained in TS 3.7.3 "Control Room Air Conditioning (AC) System" and its proposed new TS "Control Building Air Conditioning (AC) System."

Currently, the most restrictive allowed outage time for TS systems supported by the control building AC system is 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> (TS 3.8.4, "DC Sources-Operating") if a supporting system (i.e.,

an HVK subsystem) becomes inoperable. The licensee stated that this operational restriction could cause unnecessary shutdowns. The proposal would establish a new TS for HVC with a completion time of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to allow maintenance activities on the HVC subsystem equipment.

The licensee stated that the proposed 72-hour allowed outage time is comparable to a loss of one subsystem of SSW, which has a TS allowed outage time of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

The NRC staff asked if Entergy had researched precedents for this operational restriction since other plants, such as Wolf Creek, have identified similar concerns. The NRC referenced the current Wolf Creek Generating Station (Wolf Creek) license amendment request under review by the NRC staff (available in ADAMS at Accession No. ML17186A082). Entergy stated that it was aware of the same issue at those plants and that they were consulted. The NRC staff stated that the Wolf Creek request involved a new Gothic design analysis, requested a much longer allowed outage time, and that it would be a complex review. The licensee stated that in the future it intended to submit a risk-informed request to further extend the allowed outage time, but currently, it intends to submit for the proposed 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> using a conservative deterministic comparison to an equivalent TS action statement, as discussed above. Though short, the additional time will provide margin to effect minor repairs on an HVC subsystem, if needed, rather than having to shut down the plant.

Entergy stated it intends to submit its request by the end of August 2017.
