SUMMARY

OF AUGUST 23, 2018, MEETING WITH ENTERGY OPERATIONS, INC. ON ITS INTENT TO CHANGE NEUTRON ABSORBERS FOR THE RIVER BEND STATION, UNIT 1 SPENT FUEL POOL (EPID L-2018-LRM-0046)

On August 23, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (Entergy, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a proposed change to the spent fuel pool (SFP) criticality analysis to credit a new type of neutron absorber in the SFP for River Bend Station, Unit 1 (RBS). The meeting notice and agenda dated August 1, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18229A024. Portions of this meeting were closed to the public to allow the discussion of proprietary information. A list of meeting attendees is enclosed.

The licensee presented information in its slideshow (ADAMS Accession No. ML18275A272).

Entergy provided an overview of its proposed change to install NETCO's SNAP-IN neutron absorber inserts into the RBS SFP storage cells and its proposed change to the SFP criticality analysis. Several aspects of the previous pre-submittal meeting, held on October 12, 2017, were repeated. The October 2017 meeting summary is available at ADAMS Accession No. ML17303A042 and the handouts are at Accession No. ML17283A310.

During the public portion of the meeting, the licensee provided the criticality analysis overview, the implementation strategy and its proposed license changes including a new technical specification {TS) in Section 5 of the RBS TSs. The licensee also stated that its installation and long-term monitoring of the neutron absorber inserts would satisfy commitments made to the NRC as part of the ongoing license renewal review. The licensee stated that it would follow Nuclear Energy Institute (NEI) 16-03-A, "Guidance for Monitoring of Fixed Neutron Absorbers in Spent Fuel Pools," Revision 0, dated May 2017 (ADAMS Accession No. ML17263A133). The NRC staff.approved the use of NEl-16-03-A, Revision 0, by letter dated October 5, 2017 (ADAMS Accession No. ML 17262AOOO).

Entergy stated that three different types of monitoring coupons will be used to monitor for deformities and degradation, with several already installed in the RBS SPF. Further, the licensee plans to begin installation of the inserts in June of 2019 under Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59, "Changes, tests, and experiments." The licensee will not credit the use of the inserts in its criticality analysis until the NRC staff makes its decision on the license amendment request. The licensee plans to submit the request by September 2018. The NRC staff stressed that due to the complexity of the review of the new criticality analysis the licensee should provide the NRC staff as much time as possible to complete its review prior to the licensee's need date, and no less than the normal 1-year review timeframe.

Entergy discussed the proposed change in criticality analysis methodology and stated that it will follow the most current NRC and industry guidance, including the Division of Safety Systems Interim Staff Guidance, (DSS-ISG) DSS-ISG-2010-01, Revision 0, "Staff Guidance Regarding the Nuclear Criticality Safety Analysis for Spent Fuel Pools," September 2011; and NEI 12-16, "Guidance for Performing Criticality Analyses of Fuel Storage at Light-Water Reactor Power Plants," Revision 3, dated March 2018 (ADAMS Accession Nos. ML110620086 and ML18088B400, respectively). The RBS criticality analysis methodology will address the current fuel type (Global Nuclear Fuel 2 (GNF2)), the next potential fuel product (GNF3), and all legacy fuel. The licensee also stated that the analysis will include evaluations of several types of abnormal operations (e.g., mislead of fuel).

The NRC staff queried in what ways the criticality analysis methodology would deviate from the guidance. During the closed portion of the meeting, the licensee discussed deviations from the guidance including a more conservative approach to analysis uncertainty quantification. The NRC staff requested that Entergy discuss the upper containment pool and impacts of this change. The licensee also discussed the computer code calculations used in the criticality analysis and parameters used as the design basis fuel bundle. The NRC staff and Entergy discussed the analyzed tolerances, biases and uncertainties. The NRC staff recommended that Entergy ensure it utilized the checklist in NEI 12-16, Revision 3 to ensure all guidelines were followed including consideration of temperature changes in the SFP and loss of SFP cooling, and dynamic handling, rack shifts, and seismic effects.
