OF A TELEPHONE CONFERENCE CALL HELD ON MAY 3, 2018, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY REGARDING THE NEED FOR ADDITIONAL INFORMATION TO SUPPORT THE RIVER BEND STATION, UNIT 1 LICENSE RENEWAL APPLICATION REVIEW (CAC NO. MF9757)

Dear Mr. Maguire:

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Operations, Inc. (the applicant) held a telephone conference call on May 3, 2018, to discuss the applicants draft responses to staffs Requests for Additional Information (RAIs). The conference call was held to facilitate efficiency in the review by fostering additional discussions to ensure that the applicant understood the staffs concerns and that those concerns were appropriately addressed in the responses.

The conference call participants are listed in Enclosure 1. Enclosure 2 itemizes the RAIs, including a chronology and the ADAMS accession numbers for the associated draft responses submitted by the applicant prior to the May 3, 2018 call. Enclosure 3 lists the conclusions from the discussions of the draft responses. Mr. David Lach of your staff agreed that all the responses would be formally submitted to the NRC in accordance with previously established schedules.

OF DISCUSSIONS FOR DRAFT RAI RESPONSES INCLUDED IN THE MAY 3, 2018 TELEPHONE CONFERENCE CALL The following draft responses were discussed with the applicant during the call. The conclusions of the discussions are noted in parentheses.

Topic 1 RAI B.1.4-1 Buried and Underground Piping and Tanks Inspection The applicants draft response, dated May 3, 2018, can be found in ADAMS Accession No. ML18123A495.

(Resolution: The staff noted that in the applicants draft RAI response they summarized their basis for not incorporating Table 2 AMR items for the subject stainless steel and aluminum components by stating, [r]ather than identifying aging effects inconsistent with NUREG-1801 in the Section 3 LRA tables, the potential for SCC and loss of material for stainless steel components and for loss of material for aluminum components exposed to outdoor air recently introduced into a building will be assessed through a one-time inspection of outdoor components in accordance with the One-Time Inspection Program. The staff does not agree with the basis for not incorporating Table 2 AMR items. Numerous Table 2 entries are included in an LRA even when the specific material, environment, aging effect, and program (MEAP) combinations are not consistent with the GALL Report. Table 2 entries ensure that all structures and components subject to aging management review are clearly identified with the corresponding MEAP. However, in this case, the staff noted that the specific one-time inspections have been incorporated into the UFSAR Supplement for the One-Time Inspection Program. As a result, the inspections will be included in the current licensing basis. The level of detail in the UFSAR envelopes the MEAP for the subject components. In this specific situation, the staff considers this approach to be a sufficient alternative to incorporating these MEAP combinations into the Table 2s. The applicant committed to provide a final response.)

As a result, the applicant agreed to expand the discussion on cooling tower fill material and related operating experiences associated with the cooling towers in the final response.)
