On October 23, 2007, the U.S. Nuclear Regulatory Commission (NRC) completed a securitybaseline inspection at your Palisades Nuclear Plant.  The inspection covered one or more of thekey attributes of the security cornerstone of the NRC's Reactor Oversight Process.  Theenclosed inspection report documents the inspection results, which were discussed during aninitial inspection debrief on August 31, 2007, and during the final exit meeting/telecon on October 23, 2007, with Ms. L. Lahti and other members of your staff.The inspection examined activities conducted under your license as they relate to security andcompliance with the Commission's rules and regulations and with the conditions of your license. The inspector reviewed selected procedures and records, observed activities, and interviewedpersonnel.This report documents a finding that has the potential for significance of greater than very lowsecurity significance (i.e., greater than Green as determined by the Physical ProtectionSignificance Determination Process), and one finding of very low security significance (i.e.,Green as determined by the Physical Protection Significance Determination Process).  Thedeficiencies were promptly corrected or compensated for, and the plant was in compliance withapplicable physical protection and security requirements within the scope of this inspection Enclosure Contains SafeguardsInformation.  Upon separation, this page isdecontrolled

Schwarz -2-before the inspectors left the site.  One of the findings had a cross-cutting aspect in the area ofProblem Identification and Resolution because the licensee failed to properly assess elementsof their security program, consistent with physical protection.  The other finding had a cross-cutting aspect in the area of Human Performance because personnel did not follow procedures. The findings were NRC identified.Because of the very low security significance of the Green finding, and because it was enteredinto your corrective action program, the NRC is treating an associated violation as a non-citedviolation (NCV) consistent with Section VI.A.1 of the NRC Enforcement Policy.  If you contestthis NCV you should provide a response within 30 days of the date of this inspection report, withthe basis for your denial, to the Nuclear Regulatory Commission, ATTN:  Document ControlDesk, Washington DC 20555-0001; with copies to the Regi
