This letter is in response to the petition for rulemaking (PRM), dated July 1, 2024, that you filed with the U.S. Nuclear Regulatory Commission (NRC) on behalf of the Palisades community, Roger Rapoport, and yourself. You request that the NRC revise its regulations at 10 CFR Part 50, Domestic Licensing of Production and Utilization Facilities, and 10 CFR Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants, to include a Commission-approved process for returning a decommissioned plant to operational status. The NRC docketed your petition pursuant to
