Notice of Payroll Transition at Palisades Nuclear Plant The purpose of this letter is to notify the U.S. Nuclear Regulatory Commission ("NRC")
regarding the transition of payroll for site employees at the Palisades Nuclear Plant ("PNP")
from Holtec Decommissioning International, LLC ("HDI"), to its affiliate Palisade Energy, LLC
("Palisades Energy"). This transition was made, effective August 14, 2024, to support the need to track PNP personnel costs separately from other HDI employees to comply with the U.S. Department of Energy ("DOE") loan guarantee program requirements that govern the PNP restart project. The transfer does not change HDl's role as the licensed operator of PNP and does not affect the pending Application for Order Consenting to Transfer of Control of License and Approving Conforming License Amendments filed December 6, 2023 (ML23340A161),
which, subject to NRC approval and satisfaction of implementation conditions, will result in the transfer of licensed operating authority at PNP from HDI to Palisades Energy (the "Future Transfer").
PNP's site vice president and all principal officers with responsibility for licensed activities at PNP remain HDI employees. The payroll transition has not changed the reporting relationship between PNP site employees and the site vice president. Likewise, the reporting requirements for all employees responsible for the conduct of licensed activities will remain unchanged.
Palisades Energy has entered into a service agreement with HDI pursuant to which the Palisades Energy employees will act at all times under the direction and control of HDI.
Palisades Energy's sole responsibility with respect to the PNP site employees prior to consummation of the Future Transfer is the payment of wages, salary, and other personnel costs and remittance of employment taxes in connection with the same. This arrangement is similar to that used by other nuclear operators who house nuclear facility employees in affiliated service companies-separate from the licensed operator-for HR and payroll purposes. 1 This letter contains no new and no revised regulatory commitments.
