SUBJECT:

COMANCHE FEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 CABLE PULLING TENSION SDAR: CP-86-71 (INTERIM REPORT)

Dear Mr. Johnson:

On October 2,1986, we verbally notified your Mr. Ian Barnes of a deficiency regarding electrical cable pulling. This is an interim report of a potentially reportable item under the provision of 10CFR50.55(e). We have submitted an interim report logged TXX-6065, dated October 31, 1986.

Concerns exist involving the possibility of some cables being damaged because cable installation procedures do not address tension limits for vertical cable pulls and subsequent pulls into conduits with previously pulled cables.

Evaluation activities noted in our previous response have proceeded to the point that changes in the construction procedures are required. Our evaluation has not progressed, however, to the extent an assessment of the effects of this deficiency on the safety of plant operations can be completed.

This phase of the evaluation should be completed by February 2, 1987.

We anticipate submitting our next report by February 25, 1987.

Very truly yours, O'l >
