SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 CABLE TRAY TEE FITTINGS SDAR: CP-85-50 (INTERIM REPORT)

Dear Mr. Johnson:

On December 6,1985, we verbally notified your Mr. H. S. Phillips of a deficiency involving the use of improper welding processes in the manufacturing of cable tray tee fittings which could affect the equipment qualification. This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e). Our latest report, logged TXX-4885, was submitted on June 27, 1986.

Our review has determined that the deficiency is the result of inadequate information provided in the vendor drawings for weld symbols, spacing of intermittent welds, held length and location, and members to be joined. The inadequate information was primarily due to the use of notes instead of detailed weld symbols to provide necessary welding information for the installer and/or fabricator.

In order to complete our assessment of this issue, a testing program will be conducted. To determine the weld conditions of the components to be tested, we have initiated the following program:

0 The vendor has been requested to identify the minimum weld requirements for each tray / fitting configuration, including the

" Tee" fitting.

O A field survey is being undertaken to determine " worst" weld conditions for various fittings and straight sections. .

From the results of the above program, " Tee" sections with " worst" case weld conditions will be selected for testing. Completion of the test program is anticipated in November, 1986. Evaluation of the test results and formolation of corrective actions will be performed at that time.

Corrective measures to preclude recurrence of these conditions have been established by the development of revised vendor drawings which provide specific fabrication requirements.
