Dear Dr. Butler:

This letter updates several of the commitments originally made in our letter of March 3, 1986, including relocation of a seismic instrument and procedure enhancements.

We committed to relocate a triasial spectrum recorder (D51R170) to a biological shield wall location allowing more accurate recording of structural ret onse.

Installation is complete as described in Attachment 1.

In the same letter of March 3, 1986, procedure enhancements were described to improve definition of Emergancy Action Levels and interpretation of earthquake alarms. The content of this work is described in Attachment 2. On a longer term basis, CEl intends to evaluate other procedure enhancements which will be proposed to NRC by June 1986.

Further closcout and status reports will be provided as other commitments are fulfilled, in addition to monthly reports on geologic evaluations. If you have any questions, please let us know.

U.S. NRC Regulatory Guide 1.12, " instrumentation for Earthquakes,"

Revision 1 - April 1974 Seismic instrumentation requirements for Nuclear Power Plants are specified by the referenced Regulatory Guide. Item C.I.c(1) of Regulatory Guide 1.12 states... "one triaxial response-spectrum recorder capable of measuring both horizontal motions and the vertical motion should be provided at ... a selected location on the reactor equipment or piping supports."

instrument D51R170 was attached to platform structural steel directly adjacent to a pipe support of the RHR piping system to satisfy this requirement. Due to other attachments to the same platform steel in the immediate area and prc31mity to traffic, significant interaction rendered interpretation of seismic traces on the instrument extremely difficult.

Instrument D51R170 was relocated to a rigid bracket attached directly to the outside steel face of the Biological Shield Wall of the Reactor Building, adjacent to a pipe support on the Residual Heat Removal System. This is consistent with Section B of Regulatory Guide 1.12 which states in part, "It is desirable that these strong motion accelerographs be located so as to f acilitate the engineering analysis of the recorded traces following an earthquake." The relocated position will satisfy Item C.I.c(1) of Regulatory Guide 1.12, and ~ill enhance engineering analysis of any recorded data by reducing the possibility of seismic interaction between structure and attached components.

The attached Figure A shows the new location of the instrument. The instrument was ralocated approximately 15 feet from azimuth 238 / elevation 630.0 ft. to azimuth 201 30 min / elevation 636.6 ft.

Mounting details are shown on the attached design sketches. The instrument is now supported by a steel bracket rigidly welded to the Biological Shield Wall.

The bracket is designed to be well into the rigid range (i.e., fundamental f requency significantly greater than 33 Hz) and thus the bracket f requency will not influence the recordings made during any future earthquake. Rigid bracket design, coupled with Jirect bracket attachment to the massive Biological Shield Wall structure, will insure that accurate structural response will be recorded during a seismic event.

Attachment 2 PY-CEI/NRR-0452 L PROCEDURE IMPROVEMENTS Based upon our experience with the January 31, 1986 earthquake, we have identified a number of improvements to out operating and emergency procedures which will facilitate response should another earthquake occur near Perry. The following provides a discussion of the nature of the changes we have implemented to enhance the operators ability to identify associated earthquake levels and emergency actions. Completed procedure / instruction changes are attached.

EPI-Al " Emergency Action Levels" has been revised to better define the indications used to establish the emergency action levels. The revised procedure utilizes indications from both the Kinemetrics and Engdahl instruments. It clearly defines emergency action levels associated with the specific instrument indications available to the operator.

ONI-D51 " Earthquake" has been revised to better define the meaning of the various alarms received as a result of a seismic event. Specifically, reference to the "high" lights has been changed to refer to the " red" lights which are indicative of an OBE exceedance. Section 3.0 - Immediate Actions -

has been expanded to include a clearer definition of what constitutes exceedance of an OBE (i.e., receipt of I or more red lights).

In addition, another instruction is being written to clearly delineate the procedure for obtaining early quantitative data from the Kinemetrics Instruments to allow determination of the exceedance of our safe shutdown earthquake (SSE).

As indicated in our March 3 letter, we will review the basis for seismic alarm setpoints and propose appropriate future revisions to the NRC staff.
