Nuclear Regulatory Commission Washington, D.C. 20555 Perry Nuclear Power Plant Docket Nos. 50-440; 50-441 Detailed Control Room Design Review

Dear Dr. Butler:

In a letter dated December 18, 1985 (PY-CEI/NRR-0417 L), we notified you that work needed to close all but seven HEDs required by fuel load was complete.

The purpose of this letter is to update the completion status of work required by the remaining seven HEDs. The report sheets for the seven HEDs are enclosed as Attachment 1. The report sheets for all other completed HEDs were included as attachments 1 and 2 to our December 18th letter.

All work required to close six of the seven HEDs has been completed. HED-93 committed to installation of recorder chart paper with proper scales for recorders on panels 1H13-P601, -P680, and -P870. Due to changen made in the range and channel arrangements on four of these recorders, custom chart paper must be obtained to complete this HED. This paper has been placed on order and has a scheduled delivery date of mid-April. As this schedule does not support our fuel load schedule, we propose to change the HED implementation due date for these four recorders to " prior to full power license". This change is justified as the HED has a category I safety and operability assessment with no significant increase in error potential and no safety consequence. The operator can rely on the recorder scales for his readings.

With the change to HED-93, all HEDs required by fuel load have been completed.

Bl.16 HUMAN FACTORS REVIEW: Control room communication modules were dasigned similar to the cencept of aircraft control tower multi-function. communication system. The control room communication modules incorporate the following functions: 4 PBX telephone lines, 3 OPX

. telephone lines, 6 radio frequencies, and.5 public address channels. The PBX phone system.

provides two features, speed dialing and executive override which enhance the PBX phones used by the shift supervisor, unit supervisor and supervising operator to become'essen-tially dedicated phones. The OPX phone system backs up the PBX phone system.
