OF !EETING ON HUMAN FACTOR REVIEW OF THE COMANCHE PEAK CONTROL R00H Summary A meeting was held at NRC Headquarters, 7920 Norfolk Avenue, Bethesda, Maryland on Wednesday, April 7,1982. The purpose of the meeting was to discuss the applicant's human factors review of the control room and plans for responding to NUREG-0700.

The applicant advised that he has elected to do the long-tem control room hucen factors review for confornance to NUREG-0700. The long-tem review has been cmpleted with minor exceptions. The applicant is presently modifying the control panels to reflect the results of the review and expects to complete this prior to fuel loading. The plan for submitting the final report and the schedule for staf f review were discussed.

Ihe meeting attendance is given in Enclosure 1.

Meetinq Minutes The applicant's human factors engineering (HFE) team leader, Mr. Ron Estes, described the status of the UFE control room review for Comanche Peak using three slides, Enclosure 2. The applicant elected to do the long-term HFE review for conformance to NUREG-0700 prior to fuel loading. The najor mile-stones in the life control room review are listed on Sheet 2 of Enclosure 2.

The NUREG-0700 review has been completed with minor exceptions as noted on Sheet 3 of Enclosure 2. The review identified about 350 human engineering deficiencies (HEDs) and all are being resolved by the task team. The applicant is raking modifications to the control boards and expects to complete these prior to fuel loading. Over 800 control modifications are planned to enhance the Comanche Peak control room.

The schedule for submitting the final report was discussed. The applicant projects that a partial final report (with a few open sections) could be stiimi tted for staff review by early f all. Texas Utilities Generating Compaqy 2 7 G32 submitted as they are completed with the last sections being submitted prior to 120 days before fuel loading, i.e. about the end of the year. The appli-cant's objective is to have the staff complete its review and accept the final report prior to fuel loading.

The staff requested that the early submittal of the final report include, as required in NUREG-0700,1) a program plan describing the organization and program history of the review, and 2) a systens analysis to demonstrate that the control needs of the operator arc satisfied.

The staff was receptive to the applicant's plan and schedule for submitting the HFE final repert. The staff noted that Comanche Peak will likely be the first station to be reviewed for conformance to NUREG-0700. The staff also commented that if the applicant review and design modifications are complete, the staff could write off on its design review prior to fuel loading. Should the staf f determine that additional modifications are required, we would expect that commitments to make these modifications at the first ref tmling outage, for example, would resolve the matter.

The staff experiences in conducting HFE control room reviews were discussed.

The staff cautioned that consistent labeling should be used on the control board, in the procedures and on the computer, and preferably on the drawings.

The HFE review of the annunciator panels and the need to have a capability for testing lights was discussed.
