Dear Mr. Youngblood:

The Perry SER identifies TMI Item as License Condition Number 4. The Cleveland Electric Illuminating Company endorsed the BWR Owners Group report SLI-8211 in a letter dated January 14, 1983. Our letter described the steps we plan to take to improve the performance of the Reactor Vessel Water Level Mon- j itoring System. l The purpose of this letter is to inform the staff that improvements ident- l iried in our letter dated January 14, 1983, will be installed prior to fuel i load and to identify a minor deviation from the information in our January 14, 1983, letter concerning the variable leg piping.

I Two of the four wide range water level variable legs do not meet the 3 1 foot criteria for the difference in vertical drops of the reference and variable legs. The line with the largest deviation has a variable to reference leg drop difference of 2 feet, 6 inches. The resultant instrument error induced by this differenct is negligible with respect to the effect on plant trip systems.
