STATE OF WASHINGTON SU'3 PENSION OF PORTLAND GENERAL ELECTRIC COMPANY,-

TROJAN NUCLEAR POWER PLANT'S PERMIT'FOR RADIOACTIVE WASTE DURIAL The Region V office was notified by letter received on August 21, 1986, that the State of W:shington had suspended Portland General Electric's permit on August 13, 1986, based on a shipment received at the U.S. Ecology facility on August 6, 1986. The shipment of dewatered ion-sxchange resins was found on receipt to contain about 30 gallons of untreated liquid in tha shipping cask when the high integrity container was removed for burial. U.S. Ecology's R;dioactive Materials License WN-1019-2(27)(A) states in part that the licensee shall not reesive any liquids which have not been absorbed or solidified.

Tha shipping cask external contamination and radiation levels did not exceed the Department j of Transportation limit on receipt at the burial facility.

At 0845 PDT, August 22, 1986, Region V was informed by telephone that the burial permit was rainstated on August 21, 1986, by the State of Washington.

Thsre has been local media attention and an issue has developed between the State of Wa:hington and the State of Oregon regarding the route future shipments of this nature must taka between Trojan and the burial site.
