Subject:

CRASH OF LIGHT AIRCRAFT ADJACENT TO SITE WITH RESULTING LOSS OF THREE OF FOUR SOUP.CES OF OFF-SITE ELECTRICAL POWER The licensee notified the Region V (San Francisco) Resident Inspector of the crash of a light twin-engine aircraft adjacent to the Trojan site at approximately 2:15 a.m. on September 14, 1978.

The aircraft was reported by plant guards to have experienced apparent l engine trouble, struck " static" protective / guard cables adjacent to _

l ~.

electrical distribution lines and crashed into a mountainside approxima'tely.

l( 3/4 to one mile west of the Trojan site. One of two occupants of the~

i- plane was killed and the other is in critical condition in a local l

hospital.

Broken guard cable (s) caused faults which disabled three of four sources

! of off-site power to the Trojan plant. Emergency on-site diesel power i sources responded normally. Efforts were underway on the morning of

September 14 to clear faults and restore the off-site electrical
distribution system to normal operatice, l

There were no malfunctions of safety-related plant systems. The Region l V Resident Inspector verified the status of plant systems upon arrival l at the site at approximately 8:00 a.m. on September 14, 1978. No l anomalies were identified. The plant was in cold shutdown at the time

! of'the occurrence, pending resolution of Control Building design dis-crepancies and associated public hearing.

l l- The occurrence is being reported by local news media.
