SUBJECT:

BOMB THREAT Rigion V received a telephone' call from the licensee'on October 31, 1986, that a telephonic bomb threat had been received by the Rancho Seco telephone operator at 11:35 AM, PST. A male and then a female voice,-each with no notable characteristics, asked the operator if Rancho Seco was open, how long it will' be open, and what. was the current time. The operator' L cntwered all questions and upon giving the time as 11:35, was told "You have 43 minutes until the bomb goes off." The calling parties then hung up.

iThz licensee alerted .the security force and declared a security event. Local law

' enforcement was notified and responded with one unit to_the site. Due to questions asked by the -callers, it was concluded. they had little or no knowledge of the site activities.

Therefore, those buildings outside the protected area, i.e., those _ offering public access, if 'wera?the only areas evacuated. The' stated time for bomb detonation came and went with no explosion.

Radcho Seco remains shut down for modifications and maintenance. -

JRsgion V has notified the IAT and will' continue to monitor licensee actions. , .
