REQUESTS FOR SUPPLEMENTAL INFORMATION FOR THE ACCEPTANCE REVIEW OF THE TRISO-X, LLC LICENSE APPLICATION FOR A FUEL FABRICATION FACILITY (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2022-NEW-0005)

Dear Jennifer Wheeler:

The U.S. Nuclear Regulatory Commission (NRC) staff has received your letter entitled, TRISO-X, LLC Fuel Fabrication Facility License Application Submittal, dated April 5, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22101A205). It provides TRISO-Xs application to possess and use special nuclear material for a new fuel fabrication facility. The NRC staff performed an acceptance review of the submittal to determine if it contains sufficient information to allow the NRC staff to proceed with the detailed technical review.

The purpose of this letter is to advise you that additional technical information is needed for the NRC staff to proceed with the acceptance review of your license application. Enclosed are requests for supplemental information (RSIs) for the review areas of General Information, Integrated Safety Analysis, Chemical, Fire, Structural Design, Electrical and Instrumentation and Control, Geotechnical Information, Human Factors, and Criticality. Note that the acceptance review for the Environmental Report (ER) and the Environmental Safety portion of the application will be conducted upon submittal of the ER to the NRC. That acceptance review may identify the need for additional RSIs that will be processed separate from this request.

Upon receipt, please review the RSIs and let the NRC staff know if a follow-up meeting or call would be beneficial to discuss the RSIs or your proposed responses. Please provide a formal response within 30 business days of receipt of this letter. Note that the formal review of the license application will be placed on hold pending receipt of the necessary supplemental information. A review schedule will be provided once the acceptance letter is issued.

The NRC staff is reviewing this license application under Enterprise Project Identification Number L-2022-NEW-0005. An estimate of the review hours and proposed completion date will be provided upon completion of the acceptance determination.

The Enclosure 2 transmitted herewith contains sensitive non-public information.

When separated from the enclosure, this document and Enclosure 1 are decontrolled.
